Primary Purpose :

Primary Purpose : The Supervisor of Operations / Projects is responsible for overseeing and managing all district operation budgets, including those for Transportation, Custodial Services, Maintenance, Energy Management, and Facilities. This role involves coordinating the timely processing of requisitions, purchase orders, and vendor payments, while ensuring accurate financial reporting and budget reconciliation. Additionally, the Supervisor manages both bond and non-bond construction projects, ensuring compliance with local building codes, safety regulations, and district requirements. The position also involves maintaining facilities and tracking work orders, coordinating safety and security upgrades, and managing vendor relationships. The Supervisor utilizes various software platforms to track project data, generate reports, and ensure effective communication across departments, while providing administrative support for district meetings and events.

Qualifications :

Education / Certification :

  • Bachelor's degree preferred or equivalent experience
  • Valid Texas driver's license

Special Knowledge / Skills :

  • Knowledge of project planning and construction principles
  • Knowledge of mechanical and electrical design and installation
  • Knowledge of health and safety regulations
  • Knowledge of building codes, zoning ordinances, and the inspection certification process
  • Ability to read blueprints and schematics
  • Ability to conduct on-site inspections of all district facilities
  • Strong organizational, communication, and interpersonal skills
  • Ability to manage multiple projects and budgets simultaneously
  • Experience :

  • Minimum of 2 years in construction project management, architectural, engineering, or related fields preferred.
  • Minimum of 2 years in district procedures or related field for purchasing and requisition processes preferred.
  • Major Responsibilities and Duties :

    Facility Construction and Repair

  • Supervise complex construction activities to build new or modify existing school, classrooms, facilities and / or other related buildings, including utilities, equipment installation and exterior improvements.
  • Serve as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications. Coordinate and conduct project development and construction progress meetings.
  • Work with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
  • Develop and maintain construction progress schedules.
  • Conduct on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
  • Inspect existing facilities and make recommendations for improvements as needed and establish and recommend priorities for repair projects.
  • Expedite documentation and completion of punch-list items and coordinate transition of building operation from general contractor to district upon acceptance of a facility.
  • Track warranty expiration dates and make final warranty check prior to end of warranty periods. Oversee warranty correction work.
  • Develop resolutions to complex technical problems where analysis of situations or data requires an in-depth evaluation of various factors.
  • Participate in the prequalification or approval process for architects, engineers, and contractors.
  • Consult faculty, administrative staff, and community to determine program-driven design needs.
  • Track work order status, follow up on workflow, and ensure timely processing of service requests.
  • Organize and maintain records related to facilities, including the ECISD-produced filing system and Procore software for document management.
  • Manage and coordinate safety and security upgrades across district facilities, including fencing, locks, and safety equipment.
  • Assist with coordinating and processing safety grant projects, working closely with internal teams to monitor progress and completion.
  • Attend weekly project meetings and provide progress reports to stakeholders.
  • Policy, Reports, and Law

  • Complete periodic reports of construction project progress and make presentations to the board.
  • Compile, maintain, and file all reports, records, and other documents required including coordinating the storage and handling of construction documents.
  • Follow district safety protocols and emergency procedures.
  • Budget and Inventory

  • Estimate cost of construction and repair projects, including labor, materials, and other related costs and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
  • Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.
  • Review and authorize requests for payment from contractor(s) and designer(s).
  • Ensure programs are cost-effective and funds are managed wisely.
  • Coordinate with vendors and district staff to ensure signed agreements and documents (such as AIA) are collected and processed accurately.
  • Oversee and manage all district operation budgets, including tracking expenditures and budget transfers for Transportation, Custodial Services, Maintenance, Energy Management, and Facilities.
  • Collaborate with Accounting, Purchasing, Payroll, and other departments to ensure timely and accurate processing of requisitions and purchase orders.
  • Reconcile and report on all budgets monthly, including general and bond funds, and assist with end-of-year procedures.
  • Maintain records of ongoing operational and maintenance projects, ensuring compliance with district procedures and protocols.
  • Monitor and ensure accurate processing of vendor payments, work orders, and other operational expenditures.
  • Safety

  • Maintain safety standards in conformance with federal, state, and insurance regulations.
  • Performs duties as assigned.
  • Supervisory Responsibilities :

  • Supervise the completion of general facilities work orders and monitor the status of all assigned projects.
  • Equipment Used :

  • Standard office equipment including computer and peripherals; small hand tools; ladder; mechanical and electrical testing equipment; small truck or van
  • Working Conditions :

    Mental Demands / Physical Demands / Environmental Factors :

    Continual walking, standing, climbing, stooping, bending, kneeling, reaching, and heavy lifting and carrying.

    Maintain emotional control under stress. Occasional prolonged or irregular hours may be required.
