About ECU Health Roanoke-Chowan Hospital

ECU Health Roanoke-Chowan Hospital is a 114-bed community hospital located in Ahoskie. Serving four nearby counties, the 15-bed emergency department sees approximately 18,000 patients per year. ECU Health Roanoke-Chowan Hospital provides a wide range of health services, including medical, surgical and radiation oncology. In addition, the Wound Healing and Pain Management clinics serve as referral centers for neighboring ECU Health hospitals and providers.

Position Summary

The Senior Director, Financial Operations is the senior financial representative of the hospital. The role is the voice of finance on the local hospital Senior Leadership team. The role has a matrixed reporting structure with direct reporting to the Vice President, Community Hospital Financial Operations and dotted line to the President of the hospital.
The role oversees and directly manages hospital financial team functions including, but not limited to:

Hospital Controller along with financial accounting and cash management,

Patient Access Services (Point of Care Admissions, Emergency Department, Outpatient Clinics),

Financial Clearance (Referral Management, Pre-Registration, Prior Authorization, Scheduling),

Materials Management (Supply Chain) with matrixed reporting to central office

May also assist with other departmental oversight as required by local hospital requirements.

Key Duties:
Member of system management teams and functions as a key liaison between the local leadership teams, physician partners, central office and applicable governing board of the health care entities and programs.

Translates system-wide financial strategies into actionable hospital initiatives that enable achievement of results that align with established goals to create and sustain operational excellence for health care entities and programs.

Leads the integration and provides ultimate oversight for multiyear strategies to advance the mission.

Works in partnership with management and physician leaders in ensuring that plans, operations and patient care are aligned with the Mission, Vision and Values.

Ensures broader organizational support around identified goals, strategies, budgets, and metrics associated with financial operations.

Ensures that policies, procedures and practices are operationalized to support safe, reliable care and fosters a continuous learning culture.

Builds the organizational structure, talent, and other capabilities to implement and operate the local financial operations.

Responsible for establishing, measuring, and achieving performance metrics, consistent with ECU Health expectations.

Employs methods of change management to advance the organization by using tools, business processes, budget allocations and operational practices to significantly reshape ECU Health.

Accountable for a positive organizational culture in conducting business, decision making and performance management to influence work attitudes and enhance job satisfaction.

Select, engage and develop leaders, inclusive of performance management, professional development, formation, and succession planning.

Responsibilities

With the assistance of assigned financial staff, reviews periodic financial statements and reports, and makes changes in resource allocation, spending, and other relevant business activity, to ensure the financial viability and budget compliance.

Supports and adheres to the financial controls and related policies and procedures and ensures that administrative and business activities are conducted in support of operational excellence.

Provides direction for the budgeting process. Ensures processes are in place for the annual financial audit and completion of all cost reports and tax returns.

Manages the overall strategy for safeguarding of assets, including the maintenance of adequate insurance policies.

Participates in the fiscal information and decision support processes, ensuring accuracy of databases, access to information, and the implementation of technological strategies.

Ensures that the financial management information system is operating effectively and efficiently and that the financial data is being properly utilized by management in making decisions.

Participates in the development and refinement of financial and forecasting, related information gathering, analysis and reporting with the objective of more accurate control and comprehensive projection of the organization's operating results.

Produces reports relating to actual financial performance and keeps local and system management informed of significant variances from planned results, which involves making recommendations pertinent to developing trends.
Provides leadership and vision to staff in areas of accountability related to long range planning and development.

Ensures development and execution of operational plans in support of strategic goals and measures of success.

Identifies and quantifies resources needed to carry out operational plans and coordinates the acquisition and allocation of resources commensurate with plans.

Supports behaviors and programs which enhance the culture and provide direction to the department leaders to ensure the goals and objectives of operational plans.

Demonstrates strong independent judgment and analytical skills to recommend improvements/changes in processes.

Considers/explores new and creative options to further differentiate the areas of accountability in keeping with strategies and goals.

Ensures development and effective administration of appropriate processes for compliance with applicable governing and regulating bodies, licensure, laws and regulations.

Works in conjunction with the office of general counsel to ensure that transactions are legally and contractually sound and in accord with the policies.
Responsible for the successful development and implementation of specific approved programs within areas of accountability.

Establishes systems and processes designed to support the effective and efficient operations of areas of responsibility for the overall organization.

Sets expectations, assigns accountabilities, and measures performance against expectations in all key functional areas.

Conducts the affairs and operations of the areas of responsibility in support of operational excellence.
Supports the formulation of a comprehensive strategic plan by assessing environmental issues, market needs and potential, resource constraints, and opinions and recommendations of key stakeholders.

Regularly assesses progress on plans and achievement of agreed-upon performance measures and provides periodic reports to key stakeholders.

Collaborates with key stakeholders to develop, implement and sustain an approach to change management.
Partners with key stakeholders to ensure management decisions are commensurate with analyses as well as in compliance with applicable governing and regulating bodies, licensure, laws and regulations.

Facilitates positive relationships and communications between departments and key stakeholders, through various means, such as conducting and attending meetings, rounding, having one-to-one communications, and generally being visible and accessible to colleagues and staff.

Partners with the key stakeholders to organize, manage, and integrate delivery of services to achieve success in financial, operational and service excellence.

Plan and manage cost effective use of staff and resources, monitors and improves delivery of services to meet organizational needs and services.

Evaluate and continuously improve service delivery through data collection, planning and implementation to meet organizational needs.
Ensures that policies and procedures regarding corporate compliance and privacy of patient and employee information are observed.

Exercises due diligence in contracting and other activities with legal risks and uses the services of the Office of General Counsel as appropriate.

Personally, models professional confidentiality and discretion in all communications and exchanges of information.

Responsible for the selection, engagement, and development of Staff, inclusive of performance management, professional development, formation, and succession planning.

Typically delegates initiatives and projects, may provide operational support.
With the support of and in coordination with the Human Resources and Organization Development function, maintains positive personnel relations and strives to be an employer of choice by ensuring that employee questions and concerns are addressed responsively.

Ensures compliance with laws and regulations and adherence to HR/OD policies and procedures. Ensures that performance management programs for staff and leaders are effectively administered and individuals receive on-going feedback and coaching on job performance, competencies, values-based behaviors and developmental needs.

Minimum Requirements

Bachelor's Degree in Business Management, Accounting, Healthcare Management or similar is required.

Master's Degree in Healthcare or Business Management or similar is highly preferred.

Experience:

8 -10 years' experience in financial operations of a hospital is required.

Previous oversight of patient access, finance, accounting and financial clearance preferred.

Revenue cycle experience and knowledge considered desirable in an applicant as well.
