December 31, 2023POSITION SUMMARYUnder the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, and the day-to-day implementation of policies, procedures, and programs that assure a well-managed and maintained community within established management operating and fiscal policies, ensuring compliance with all regulatory agencies and investors.The Community Manager must relate well to people, exercise good judgment and discretion in dealing with residents, visitors, vendors, and staff, and provide leadership in developing a community and directing the staff.ESSENTIAL DUTIES AND RESPONSIBILITIESPhysical Asset and Maintenance / Janitorial ManagementSupervises maintenance and janitorial staff, including any contract or temporary personnel working at the property.Supervises all vendors, contractors, and providers of service to the property, whether paid or volunteer, to ensure completion and quality of product provided.Establishes a schedule for personnel to be available for emergency maintenance.Supervises or performs the scheduling of routine maintenance and janitorial work and completes regular follow-up inspections.Ensures completion of required preventative maintenance checklists.Performs continual informal inspections of the property.Inspects exterior and interior common areas monthly.Ensures all vacant apartment turnover procedures are followed.Reviews completed and outstanding work orders daily.In conjunction with facilities assistant, prepares a list of capital replacements required.Ensures adherence to all applicable municipal and fire codes.Marketing and LeasingMaintains full occupancy.Markets units by preparing advertising and marketing programs.Assigns units in accordance with Eden Housing policy.Reviews all completed rental applications and leases for accuracy.Conducts applicant interviews and verifies potential resident income.Walks a vacant apartment when completed by maintenance personnel or vendors.Resident ManagementAttends and participates in activities, meetings, and inspections.Promotes harmonious relations among residents, staff, and vendors.Maintains congenial relationships with all residents.Financial Reporting and ControlEnsures successful day-to-day financial management of the property.Collects rents and ensures transactions are processed accurately.Reviews all delinquent accounts and resident receivables.Regulatory RequirementsSupervises or completes all resident files at move-in and at each recertification.Ensures compliance with regulatory and financial partner requirements.AdministrationManages the day-to-day administration of the property office.Ensures consistent application of property rules and regulations.Personnel ManagementInterviews, hires, trains, evaluates, and disciplines staff.Ensures all staff adheres to fair housing laws.Housing ProgramEnsures the housing program is maintained as directed.Other Community Management TasksProvides direct assistance during after-hours emergencies.SUPERVISORY RESPONSIBILITIESDirectly supervises one or more employees in accordance with the organization’s policies.EDUCATION and / or EXPERIENCEOne year experience in affordable housing management and / or property management experience.PREFERRED SKILLS and / or ABILITIESWillingness to learn and troubleshoot maintenance issues.Excellent communication and customer service skills.Knowledge of Word and Excel.CERTIFICATES, LICENSES, REGISTRATIONSARM certification preferred.LANGUAGE, MATH & REASONING SKILLSAbility to read and comprehend written instructions and communicate effectively.PHYSICAL / SENSORY / COGNITIVE DEMANDSThe physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.WORK ENVIRONMENTThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.JOB DESCRIPTION REVISIONThis is not necessarily an exhaustive list of all responsibilities, skills, duties, requirements, efforts or working conditions associated with this job.Eden Housing is an equal opportunity employer.ACKNOWLEDGMENT OF RECEIPTName___________________________________________________________________(Please print)Signature______________________________________ Date_____________________
