Project Administrator/Technical Advisor-
Duties
- Support the Tritium Operation organization in the Project & Technical Support for all the Operating facilities at Savannah River Nuclear Solutions (SRNS) National Nuclear Security Administration (NNSA) Operations.
- Provide technical assistance in developing, reviewing, approving and presenting technical work documents for the safe operation of Tritium.
- Ensure that the developed technical documents comply with requirements and codes in the DOE Orders and applicable controls are implemented in field procedures.
- Conduct Technical Support assessments and maintain program manuals.
- Manage the department/division level engineering/training administrative support activities to support execution of design activities. These support activities include equipment procurement, maintenance and repair; availability of office supplies; assignment of computers and availability of office and document processing software in the Learning Management System (LMS); determination of needs and coordination of office space; manual and automated filing systems; and, management of protected property and equipment.
- Monitor automated registers for tracking and retrieval of management commitments, correspondence, engineering documents, data collection, equipment, preparation of reports and error reconciliation in the LMS.
- Develop solutions to administrative problems using creative and innovative approaches.
- Apply experience to resolve complex problems in the LMS.
- Provide leadership in the development of solutions to problems in the Training Coordinator (TC) department of organization, communication, engineering document work systems and other administrative systems.
- Enhance the administrative capabilities of the department by implementing new and innovative processes and. methodologies.
- Perform in-depth analyses of advanced administrative concepts and develop new approaches to administrative problems.
- Interface with Training project administrators, engineering managers, and records management personnel and formulate standard operating procedures for systematic retention, protection, retrieval, transfer and disposal of administrative records.
- Communicate within and external to the department and organization to resolve complex and programmatic, administrative problems or to achieve common goals.
- Evaluate administrative process improvements or proposals and prepare reports and recommendations based on these evaluations.
- Identify improvements where existing established processes and methodologies are inadequate or inefficient.
- Stay abreast of advancement in LMS administrative processes.
- Exhibit competence at the highest administrative level as demonstrated by both, personal expertise and the effective direction and leadership of assigned TC work group.
- Recognized for a high level of subject matter expertise or competency in the leadership area.
- Provide direction to professional administrative staff ensuring guidelines are met regarding workload, schedules, personnel assignments, and status of ongoing work.
- Assist less experienced personnel in more difficult aspects of work and provide guidance to achieve individual and group assignment goals within the established parameters, guidelines, procedures, and policies.
- Ensure professional administrative staff is trained in changes.
- Plan, prioritize, and coordinate work of others in order to meet individual or group objectives and goals.
- Effectively delegate tasks to others, recognizing individual's capabilities and task complexity.
- May assist supervisor in the preparation, forecasting and reporting of organization's performance, budgets, manpower requirements, workload distribution, and development of resource requirements.
- May provide feedback and recommendations to management on work group performance for the purpose of training, discipline, promotion, and demotion.
- Compile and analyze department performance information.
- Prepare reports for senior management.
- Propose follow-on initiatives.
- Study methods of improving work measurements.
- Process design/watchbill documents via Smart Plant Foundation (SPF) and Electronic Document Workflow System (EDWS).
- Manage employee communications and if applicable recognition programs.
- If applicable, oversee Design Engineering reading.
- If applicable, manage employee clearance request processes and investigate personnel security ncidents and recommend resolutions.
- If applicable, manage travel and training for Design Engineering.
- Bachelor's degree in business or related area and 12 years' experience in project administration and supervision; associate degree in business and 15 years' experience as indicated; or high school diploma and at least 18 years of relevant work experience.
- Requires an in-depth knowledge of engineering/training document work systems, administrative processes, and relevant computer applications.
- Applies advanced principles and practices in administration to resolve problems in a timely manner.
- Updating on computer technologies and office equipment is necessary.
- Very knowledgeable of site accounting practices regarding non-labor and capital equipment budget.
- Effective use of basic math and business concepts, theories and practices plus experience in budgeting processes.
- Thorough understanding of policies, and administrative project procedures and practices.
- Expertise in engineering/training document control.
- Requires computer literacy.
- Proficient in general office applications such as MicroSoft Office applications.
- Mastery in oral and written communications.
- Basic negotiation skills.
- Possessed an active DOE clearance (L or Q) within the past two (2) years.
- Must be a Subject Matter Expert (SME) / Qualified with the Learning Management Systems.
- Previous experience with the use and implementation of DOE Order 426.2, 4B Manual, 2S Manual Conduct of Operation, and related directives and standards
- Previous experience in the development, and approval of Qualification/Certification Card for the site.
- Must demonstrate personal accountability for facility/project schedules, deadlines, budgets, and the safe performance of work; and proficiency in performing Nuclear Operational Support Program assessments.
- Must be a U.S. Citizen
- Able to obtain and maintain a DOE “Q” security clearance (clearance is not initially required to perform assigned duties).
