The Y12 National Security Complex, simply known as Y12, has three primary national security missions that protect our country and our allies around the world. Maintaining the U.S. nuclear weapons stockpile, reducing global threats, and fueling the U.S. Navy’s nuclear propulsion program are the key activities at this historic site.

Job Description:
As the Project Controls Specialist, you’ll support the Enterprise Planning & Controls Division and the Readiness group by controlling the scheduling, planning, estimating, monitoring, configuration control, analysis, and reporting for start-up and existing projects of varying size, complexity, and level of risk.
You’ll also interface with project managers, engineers, and core team members, as well as other functional organizations. Other responsibilities include:
· Provide project managers with tools to keeping projects on track, within budget and within compliance requirements.
· Plan, develop, monitor, and control project scopes, schedules, cost estimates and risk for start-ups, projects, and tasks.
· Perform schedule, cost and resource variance analysis.
· Prepare cost and schedule reports, conduct effective cost and schedule trending processes and provide analysis for use to support corrective actions and produces timely reports for assigned projects.
· Ensures the data integrity and configuration control for assigned projects.
· Facilitates internal team communications and meetings.
· Assists with customer interactions, including tracking project management deliverables and presenting project management status to external or internal customers.
Qualifications:
- Bachelor’s degree plus 10 years of direct project controls experience is required, OR a high school diploma with 20 or more years of experience.
- Proficiency with Microsoft software applications, including Windows, Excel, Word, Access, and PowerPoint, and the ability to integrate applications.
- Must have demonstrated experience with Primavera P6.
- Ability to resolve complex issues, strong organizational skills, excellent oral and written communications skills, strong analytical and problem-solving skills, with ability to multi-task in a fast-paced environment.
- Ability to effectively facilitate meetings.
- Knowledge of or experience with project controls practices and principles, including work breakdown structure development, duration management, schedule logic and dependencies, critical path analysis, change control, cost engineering, estimating, Earned Value Management Systems (EVMS), status reporting, and what-if analysis.
- Ability to work under minimal supervision and effectively manage multiple/changing priorities.
- Must be a US Citizen.
Preferred Job Qualifications:
· Bachelor’s degree in engineering or business is preferred.
· Experience with scheduling and planning for start-up projects is highly preferred.
· Currently, this position does not require a security clearance, but eligibility for a security clearance is preferred.
