Edgewater Technical Associates is seeking qualified candidates for an EM Drill Exercise and RadCon SME opportunity in Carlsbad, NM to support the Waste Isolation Pilot Plant (WIPP).

Some of the subcontractor activities can be performed remotely, i.e., drill development, training development, procedure reviews, scenario development, etc., however, subcontractor will be required on site (Skeen-Whitlock Building or WIPP Site) to conduct drills, exercises, and training, and for some drill/exercise development meetings.
The Waste Isolation Pilot Plant (WIPP) is the nation’s only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.
Position Overview:
Subcontractor will provide services to SIMCO in support of the WIPP Emergency Management program. The following services/tasks have been identified in support of this subcontract.
- Develop, conduct, and evaluate (via drill report) emergency response drills, including RadCon response drills, radiological field monitoring team drills, contaminated/injured/medical response drills, and EOC response drills
- Provide assistance to SIMCO Emergency Management Exercise Director in the development, documentation, conduct, and evaluation of the WIPPEX-2025 full-scale exercise and pre-exercise site drill.
- Subcontractor will review RadCon emergency response procedures and emergency response training, observe RadCon training, provide feedback on RadCon training, and conduct training as determined necessary (this activity will be coordinated by SIMCO Emergency Management with SIMCO RadCon)
Duties:
- Develop for SIMCO EM approval, conduct, and evaluate emergency management drills
- Assist in the development of the WIPPEX-2025 full-scale exercise plan and related documentation.
- Assist in the conduct and evaluation of the WIPPEX-2025 full-scale exercise.
- Develop and conduct RadCon field response drills and on-site and off-site field monitoring drills.
- Assess the RadCon emergency response program and procedures, training, and drills; document the assessment with recommendations for improvement.
Qualifications:
- Bachelor’s degree in Science/Technical/Emergency Management.
- Previous WIPP working experience preferred.
- Senior-level Emergency Management experience and/or working knowledge of RadCon emergency response protocols
