Job Title: Waste Packaging Specialist

SUMMARY: The WGS Waste Packaging Specialists (WPS) are responsible for all activities related to waste containers from obtaining, tracking, loading, closure, and staging/storage until the container is offered for transport. The WPS also verifies that the waste does not include anomalous or prohibited items. This last function may be delegated to project personnel (hereafter referred to as WPS Verifier) for wastes destined to TSDRFs other than NNSS.
PRINCIPAL RESPONSIBILITIES:
- Initiates container tracking and control when empty containers are delivered to the facility.
- Verifies package integrity prior to filling.
- Verifies appropriate package for waste to be containerized.
- Verifies package contents meet description in the approved profile.
- Verifies packaged waste meets the physical WAC.
- Certifies no anomalous items included in package.
- Verifies package is not breached and/or damaged and is in a condition to withstand the stresses of loading, handling, stacking, and shipping.
- Performs inspection, surveillance, and oversight of activities critical to the ORR and NNSS Waste Certification Programs, as requested by the Waste Certification Official (WCO).
- If so designated by the WCO, performs Waste Package Certification activities in support of waste shipments to the NNSS.
- Identifies and documents non-conforming conditions and activities, In accordance with UCOR procedures.
- Tracks container movements and starts the regulatory clock, as prescribed in the WM procedures.
- Verifies the container is properly configured (e.g., liners, absorbents, gasket).
- Maintains positive control of waste containers to prevent the introduction of anomalous or prohibited items.
- Provides oversight of the WPS Verifiers when delegating certification/verification duties to them.
- Ensures package integrity is sufficient to meet corresponding DOT packaging specification.
- Verifies the selection of the appropriate on-site accumulation, staging and/or storage facility when waste cannot be shipped directly off-site.
- Assists the generator in moving the waste to accumulation, staging and/or storage.
- Ensures the waste is properly managed on-site prior to shipment for treatment and/or disposal.
- Coordinates with the on-site facility to ensure the waste can be accepted without exceeding the receiving unit’s capacity or violating its authorization basis, WAC, or RCRA permit.
- Certifies EMWMF waste shipments meet the facility WAC by signing a waste certification statement.
Job Title: Waste Packaging Spec III
Grade: T4:
Education/Experience: AA/AS degree and 8 years of experience or 12 years of related experience in waste handling or similar field.
Level Specific Responsibilities: Under general supervision:
- Assigned work is broadly defined and consists of moderately complex to complex problems. Scope of work may involve parallel tasks with well-defined priorities.
- Provides solutions that require analysis of multiple, largely identifiable factors requiring the creative use of established and/or innovative methods or solutions.
- Uses independent judgment in determining approach to work, methods, and techniques. Explores approaches and recommends improvements.
- May collaborate with facility/department colleagues. Acts as a team member to provide input on issues.
- Approach and progress toward work is reviewed regularly.
Job Title: Waste Packaging Spec IV
Grade: T5/T6:
Education/Experience: AA/AS degree 10 years of experience or 14 years of related experience in waste handling or similar field.
Level Specific Responsibilities: Under limited supervision:
- Assigned work generally consists of complex problems.
- Scope of work involves many parallel tasks requiring prioritization.
- Serves as the subject matter expert on some matters and collaborates with others to resolve issues.
- Provides solutions that require in-depth analysis of multiple tangible and intangible factors and the creative use of established methods. Collaborates in the development of innovative methods or solutions.
- Uses independent judgment in determining approach to work, methods, and techniques. May have latitude to allocate resources.
- Work is evaluated upon completion of major milestones or project completion.
- May serve as mentor or lead to less senior waste specialists.
