Job Goal : Responsible for general business functions of the District; ensuring they are efficient and effective while also being in compliance with board policies, administrative regulations and applicable state and federal regulations and law. Specific areas of responsibility include accounts payable functions; property and casualty insurance administration; liability and tort claims processing; District-level insurance and service contracts, fixed assets and inventory management control systems; supervision of District's facilities rental process; preparation of monthly financial statements; oversight of sanctioning of parent organizations; and, supervisory and evaluation responsibilities of related staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Supervises District accounts payable functions.
- Serves as administrator of purchasing card (P-Card) program, managing P-Card payments and overseeing management of operations.
- Serves as the District's insurance representative in the areas of property, vehicles, and general liability coverage components and work in conjunction with the District's Agent of Record to identify and recommend service providers.
- Manages processing of property / casualty insurance claims.
- Serves as the District's contact in liability / tort claims processing.
- Reviews other insurance and service-related contracts as needed.
- Structures and manages implementation of the District's beverage / snack vending contract.
- Keeps informed of and interprets business and financial laws, policies and regulations affecting the business affairs of the District.
- Manages the District's fixed assets and inventory control systems and summarizes construction-in-progress for annual audit reporting.
- Supervises the District's facility rental process as the contact for requested rentals.
- Manages collections process for unpaid receivables.
- Supervises and evaluates accounts payable staff.
- Prepares monthly financial statements.
- Oversees the process of sanctioning parent organizations.
- Performs other duties as assigned.
Length of Contract : Two hundred forty (240) contract days.
Evaluation : Performance of this job will be evaluated by the Chief Financial Officer in accordance with the provisions of the Board's policies and state law.
SUPERVISORY RESPONSIBILITIES :
Manage accounts payable staff members within the business department. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND / OR EXPERIENCE :
Bachelor's degree required, and with previous experiences related to functions as described within the Job Description.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, staff, parents, and the general public.
MATHEMATICAL SKILLS :
Ability to plan analyze financial information and use the mathematical skills required to do so. Maintain accurate records and support documentation for projects under the supervision of the position.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
