Overview
EARN Program Manager
Salary: $65,000-70,000/year
Scope of Position:
Provide functional leadership to team members by directing their day-to-day work. Ensure and monitor the team’s compliance with program-specific regulations and requirements and provide ongoing coaching to improve the team’s individual and collective performance. Provide services directly within the EARN program.
Responsibilities
Essential Functions:
- Ensure that staff and program resources are being utilized appropriately and according to local policies
- Monitor and track contract operating expenses and serve as direct point of contact for vendors connected to operating expenses
- Stay up to date on program guidelines to make any operational adjustments
- Attend monthly calls with BEP to learn of any programmatic changes
- Ensure staff get access to state, local, or internally recommended/required professional development and trainings
- Lead efforts to ensure contractual goals are met and share reports with Regional Director of Operations for feedback and adjustments
- Liaise with WDB to share best practices, updates in policies/processes, special projects, and contract performance
- Lead efforts to communicate with DHS/CAO staff on policies changes, technical assistance, program design and share feedback with the WDB and TANF staff
- Ensure contractual goals are met and share reports with Regional Director of Operations
- Hire and develop training for new staff
- Coordinate and handle billing and payments connected to contract
- Collect and gather a list of community resources and partners to offer additional services
- Successfully resolve customer/partner issues to ensure positive experiences in partnership with the Site Administrator
- Own and implement program design from enrollment to termination/retention
- Create and execute outreach, engagement, and re-engagement strategies for participants
- Track and monitor non-expendable property and inventory
- Assist with administering supportive services/incentives in accordance with local policies
- Maintain cross functional relationships with local programs and partners
- Collaborate with WIOA Program Manager for opportunities for dual enrollment
- Maintain team compliance in accordance with local processes and policies
- Conduct internal file audits and assist with case review
- Delegate responsibilities to EARN Lead as needed
- Other opportunities as available
Qualifications
Education and Experience Requirements:
- Bachelor’s degree preferred, or equivalent experience
- Customer service and leadership experience preferred
- Must be comfortable making presentations to large groups of people
- Must be able to work independently and possess good interpersonal skills
- Must be computer literate and proficient in Microsoft and creative suite products such as Adobe, Word, PowerPoint, Outlook, and Excel
