The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for a Library Assistant 1 position in the NYS Library. This Library Assistant 1 position is responsible for supporting the acquisition, distribution, and access to the Library’s Government Document collections including tangible items and born-digital items. This position will work under direct supervision of a Library Assistant 2 or Senior Librarian in Technical Services and must be able to bend, reach, stoop, lift and push heavy book carts. Duties of this position include, but are not limited to, the following: • Scan documents from the Government Documents collections to fulfill patron requests and increase access to government publications;• Process scanned documents to make them accessible to the public in the library’s Digital Collections;• Prepare documents to be digitized in house or by a vendor. This includes retrieving materials, counting pages, assessing condition, and compiling results;• Check in items received through the Federal Depository Library Program (FDLP);• Check in items received through the NYS Depository Program;• Process items received through the FDLP and the NYS Depository Program;• Prepare items to be distributed through the Document Depository Program;• Work on special projects to provide increased access to the Library’s government collections; and• Complete other tasks as assigned.

The minimum qualifications required for this vacancy. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: EITHER: High school or high school equivalency diploma and one year of full-time clerical experience in a library setting. Examples of qualifying clerical duties in a library setting may include: • Maintaining circulation record;• Processing acquisitions including the receipt and recording of courier-delivered materials and organizing new items;• Creating and processing interlibrary loan requests (ILL);• Assisting in collection maintenance including; weeding, shifting, re-shelving, repairing, straightening, inventory, supply orders, and emptying book drop containers to be checked in;• Assisting and educating patrons in searching the library catalog;• Assisting patrons in the use of library equipment.OR: Thirty semester credit hours of college study including at least NINE semester credit hours of college study in any combination of the following areas: • Library/Information Science;• Computer Applications• Information Studies.PROMOTION: Current State employees must have one year of permanent competitive, non-competitive, labor, or 55-b/55-c service in a clerical, keyboarding, or secretarial title allocated to Salary Grade 6 or higher.COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Library Assistant 1.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-7 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of diploma, transcript, or work experience will be required at the time of interview for all candidates. The individual in this position must be able to bend, reach, stoop, lift, push heavy book carts and stand for long periods of time.
