General Responsibilities
Reporting to the Director of Human Resources, the Operations Manager has professional level responsibilities in managing day to day operations, systems, employee relations, strategic planning and communications.
Salary:
The full range for this position is $86,424.00 - $105,164.80. Offers are made at the entry level of the range.
Assignment:
This position will work full-time, year-round. Initial interviews are tentatively planned for February 13th.
Essential Functions/Other Functions
Essential Functions:
- Manage agency Human Resources Information Systems (HRIS) in collaboration with the Director and Assistant Director of HR. Participate in the development and implementation of systems & processes to ensure strategic, compliant and efficient operations.
- Manage daily operations of the department.
- Collaborate with the Employment Team to conduct employment-related research and develop recruitment, advertising and communication strategies to attract and retain employees. Conduct market, public opinion and ESD research using survey tools to assess outcomes, analyze, interpret and report data. Oversee implementation of targeted community recruitment and retention campaigns.
- Conduct Human Resources training for program managers and ESD 112 staff.
- Serve as communications lead to include editing and publishing HR related newsletters and developing written and electronic communications.
- Partner with the Director of Human Resources to manage personnel relations for ESD employees to include assisting program managers with performance management, employee discipline, and evaluation.
- Represent Human Resources on internal and external committees and work groups to advance department and agency initiatives. Manage assigned projects in support of these initiatives.
- Interpret and ensure compliance with state and federal employment laws, and ESD 112 policies and regulations.
- Participate in the development & maintenance of the agency personnel budget, S275, and other required federal and state reports.
- Support recruitment and retention activities to include attending and participating in job fairs, community events and other recruitment and retention related activities as assigned.
- Other duties as assigned.
- Bachelor's Degree or higher and five years of successful professional Human Resources experience.
- Experience with employee relations to include managing performance issues and employee discipline.
- Experience using Microsoft Office programs and Human Resources Information Systems.
- Experience in an education, not-for-profit, or public sector organization.
- Experience working with and serving diverse populations.
- Experience advising school districts and education professionals regarding certification and license requirements.
- Experience developing recruitment plans.
- Office environment.
- Flexible and extended hours may be required to accommodate meetings, deadlines or travel.
- Periodic travel primarily within the ESD region.
- Successful completion of a criminal history and fingerprint check through the Washington State Patrol and FBI.
