Head Start Partnerships Liaison Job Description
Job Title: Head Start Partnerships Liaison
Department: Head Start
Education Level and Certification: B.A./B.S. with 30 semester hours in Early Childhood
Reports To: Education Partnerships and Special Services Manager
Terms of Employment: 10 month/190 day position with salary determined by Head Start budget based on education and experience.
Performance Responsibilities and Job Tasks
This position will monitor and support the implementation of the education objectives for Head Start/Early Head Start in accordance with Dept. of Health and Human Services Administration for Children, Youth and Families (ACYF) Head Start Performance Standards and state licensing as applicable to our public school partnerships. Works collaboratively with the Head Start management team and public school staff working in partnership with Head Start.
Head Start Requirements:
- Must complete an annual screening physical upon hire and annually thereafter.
- Acceptable tuberculosis screening results are required prior to employment.
- Must be proficient in verbal communication and in maintaining written documentation.
- Basic computer skills needed.
- Training, meetings and community interactions may include evenings or weekends.
- Occasional out-of-town travel for training is required.
- A clear criminal records check (including child abuse registry check) is required prior to employment.
- Within 90 days of employment (or sooner if required by local/state regulations), must obtain and continually maintain basic first aid and pediatric/adult CPR certification.
- Comply with the Standards for ESU 13 Employee Performance and Code of Ethics.
- To drive agency vehicles (if applicable), must have a valid driver’s license and be insurable by the ESU 13 insurance carrier and have a Motor Vehicle Record acceptable to ESU 13.
Essential Functions:
- Familiar with Head Start Performance Standards and NDE Rule 11.
- Provide technical assistance with classroom management, classroom environment, and activities to ensure a quality program.
- Monitor lesson plans, assessment data, parent-teacher interactions, and other records to ensure that children’s needs are met and program quality is maintained. Document as required in Child Plus.
- Work with school staff to ensure a well-managed program that supports regular communication, Head Start documentation and team goals.
- Coordinate and provide training, mentoring, and coaching for education staff as needed on a group and individual basis.
- Perform formal classroom observations.
- Maintain CLASS reliability.
- Visit assigned partnership classrooms on a weekly basis.
- Monitor and support communication with parents regarding development, behavior, and individual accomplishments of their children.
- Be a liaison between classroom staff, school administration, and the Head Start management team.
- Maintain standards of confidentiality regarding the program, children, families, staff, and community.
- Maintain regular communication and information sharing with school staff and within ESU teams.
- Interact in a skilled, respectful and sensitive manner to strengthen families as the primary nurturers of their children.
- Observe parent-teacher conferences and home visits as required.
- Display positive work ethic through attendance, punctuality, productivity, dependability, and reliability.
- Promote positive parent and community involvement.
- Encourage connections with other agencies and the community.
- Recruit eligible children to ensure full enrollment.
- Participate in and contribute to team meetings and program assessment to ensure a quality program.
- Complete trainings as required by the program for professional growth.
- Perform other duties as assigned by Education and Special Services Manager, Health and Nutrition Manager, Family and Community Partnerships Manager, Assistant Director, and Program Director.
At-Will Position. This position is an “at-will” position and may be terminated, with or without
cause, at any time in the sole discretion of the ESU 13 Administrator or ESU 13 Administrator’s
designee.
