DESCRIPTION OF SERVICES

The organization requires the services of 1 Systems Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 2, Applications / Software Development, and the specifications outlined in this document.

All work products resulting from the project shall be considered "works made for hire" and are the property of the organization. Candidates may also be required to undergo criminal background checks as authorized by applicable law. No fees will be paid for interviews or discussions during the selection process.

Job Responsibilities :

myAvatar Data Migration Planning and Execution (40%)

Develop and implement comprehensive migration strategies from Netsmart's myAvatar EHR to a new SaaS model EHR. This includes data assessment, cleansing, and mapping to ensure compatibility with the new system. The Systems Analyst II will document all phases of the migration process, work with Subject Matter Experts (SMEs) to understand business needs, and create detailed project documentation in line with organization requirements. The Systems Analyst II will design and implement workflows that integrate with the existing system, ensuring a seamless transition and optimal functionality of the new system. The role also requires serving as a technical expert throughout the migration, ensuring clear communication with both technical and non-technical stakeholders.

Compliance and Standards Assurance (10%)

Ensure that all aspects of the data migration comply with relevant standards, including clinical data management and security. Establish protocols for data integrity, privacy, and compliance with federal and state regulations, such as HIPAA. This task involves setting up validation and auditing processes to maintain data integrity post-migration.

Testing and Quality Assurance (25%)

Conduct rigorous testing of the migration process, including creating and executing unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution.

Communication and Documentation (15%)

Provide regular updates on the migration progress to all project stakeholders, including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges.

Post-Migration Support and Optimization (10%)

Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics.

Required Qualifications :

7 years of experience in database management systems and data migration, particularly in healthcare EHR systems like Netsmart myAvatar.

7 years of experience utilizing Informix, Oracle, and Microsoft SQL Server SQL and database scripting to facilitate effective data migration processes. Skill in using Excel or other spreadsheet software is also required.

7 years of experience in documenting business process flows and standardizing existing and future process flow improvements by conducting data collection and meetings with subject matter experts.

7 years of business analysis experience, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality.

7 years of experience resolving complex data-related issues using robust analytical skills and logical problem-solving approaches.

7 years of experience preparing specifications for data input / output processes.

7 years of experience resolving complex data-related issues with analytical and problem-solving techniques.

7 years of exceptional oral and written communication skills for producing clear project documentation and engaging effectively with stakeholders.

7 years of strong interpersonal abilities to lead diverse teams and inspire high productivity and collaboration.

7 years of in-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization.

7 years of experience with architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure.

7 years of experience with emerging technologies and advancements in the IT industry.

Preferred Qualifications :

2 years of prior experience with SaaS model EHR systems and cloud data migrations.

2 years of experience with the Texas DIR Project Delivery Framework and document templates.

2 years of familiarity with existing and planned software technology, as well as the global, regional, and local software architecture and infrastructure components.

2 years of experience in regulatory compliance and data security related to healthcare data.
