Job Summary :

The Project Manager will oversee the development of construction drawings, specifications and construction contract documents for single-family and multi-family residential and commercial development projects most likely within Municipal Utility Districts that include paving, grading, drainage, water distribution lines, wastewater collection lines, and other related items. The Project Manager will set priorities, prepare project schedules and work on multiple projects in a team-based environment focused on timely delivery and quality. Typically demonstrate advanced knowledge of principles, practices, and procedures of land services and complete complex assignments; integrate complex elements from other specialties into work assignments; demonstrate a strong commitment to inclusionary practices which support diversity throughout the Company; establish a shared vision and take responsibility for the achievement of team goals, and provide direction for appropriate implementation of plans; present ideas, concepts and instructions in a clear manner, and use persuasion and negotiation to build consensus and cooperation; ensure safe practices and environmental awareness are exhibited in decisions; develop new techniques, concepts, theories, programs or solutions and apply them to complex strategic operating issues; typically work independently on complex work assignments, review progress and evaluate results and update management as appropriate; may direct and delegate work to EIT's / PMs, CAD Technicians and Designers.

Typical Duties and Responsibilities :

  • Point of contact for clients, serving as District Engineer for multiple MUDs or Districts

Responsible for assigned projects, including meeting delivery schedules and budgets. Must be able to lead a team of drafters, designers, EITs and Engineers.

  • Ability to lead meetings successfully with clients, MUDs, governmental agencies and team members independently, without assistance.
  • Responsible for multiple projects including the engineering design of water, sanitary and storm sewer, paving and drainage facilities.
  • Direct supervision of a Project Engineer and EIT.
  • Shows a high-level of understanding of Construction Administration and the Construction Phase process.
  • Shows a high-level of understanding of governmental public and private development codes and ordinances for multiple jurisdictions.
  • Has a high-level understanding of how MUDs operate, TCEQ rules and Bond Issues.
  • Provides guidance and is responsible for the design approach for large projects.
  • Plans, schedules, conducts or coordinates engineering work involving conventional engineering practices.
  • Develops and teaches team members in their area of practice on a daily basis.
  • Interact in a collaborative manner with other team members to accomplish organizational goals; provide ideas to improve organizational efficiency at group and department levels.
  • Maintain external relationships to identify and develop new opportunities for services and ways to assist client needs.
  • Stay abreast of new technologies, new regulations and changing market conditions that can impact the services provided and the need of the clients.
  • Counsel monitor and mentor the professional development of engineers-in-training and designers.
  • Manage multiple or large projects; plan, schedule, conduct, or coordinate detailed phases of the work of a major project or in a total project of moderate steps.
  • Determine feasibility of goals / objectives; may evaluate proposed or ongoing projects.
  • Create opportunities to enhance technical methodology through expansion of existing or development of new efforts; contribute or lead in development of new concepts and applications.
  • Provide innovative problem-solving approaches to enhance organizational capabilities; use peer network to expand technical capabilities and identify new opportunities and ways to serve clients.
  • Contribute to broad strategic objectives; nurture and maintain relationships with major customers or external funding; initiate new project concepts and seek funding.
  • May develop and prepare materials for and teach workshops and short courses; coordinate or supervise the educational program development and delivery of other engineers.
  • Seal construction documents and other documents (developed under the employee's direct professional supervision) required to be submitted for review by local authority having jurisdiction, etc.
  • Assist and / or Lead design teams in the engineering design and in the preparation of construction drawings and specifications for complex engineering projects.
  • Collaborate with design team and building users to establish scope of work, budget and design direction for projects; establish and maintain design and construction schedules and budgets.
  • Provide project status updates throughout design and construction.
  • Prepare feasibility studies for future projects.
  • Perform all required project design functions in registered discipline.
  • Administer company design standards by reviewing construction documents via the design review process to ensure that adopted standards of design are adhered to.
  • Provide professional consultation to company personnel requiring engineering advice or direction.
  • Counsel monitor and mentor the professional development of less experienced engineers and designers; directly oversee the professional design work of engineers, EIT's and designers.
  • Serve on committees as requested.
  • Supervise designers, engineers-in-training, and / or other engineers.
  • Knowledge, skills and abilities :

  • Position requires strong leadership and communication skills with team members, clients and governmental agencies.
  • Must have strong verbal and written communication skills.
  • Must have the ability and experience to build quality long-term relationships with clients and governmental agencies.
  • Engineering and Technology - Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of company services.
  • Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Attention to Detail - Job requires being careful and thorough about detail in completing work tasks.

  • Work Environment :

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • The performance of this position may occasionally require exposure to the construction areas, which may require the use of personal protective equipment such as safety glasses with side shields and mandatory hearing protection, etc.
  • Education, certification and experience :

  • Bachelor of Science, Civil Engineering.
  • Registered Texas P.E. with 7-10 years of land development experience.
  • High-level knowledge of Municipal Utility Districts and TCEQ is preferred.

  • The employee may be required to lift and / or move up to 10 pounds.
