Fiscal/Human Resources Technician

Full-Time – Non-Exempt (Confidential)

Location: Placerville

Salary Range: $28.16 - $34.23 per Hour

DEFINITION

Under general supervision, the Fiscal/Human Resources (HR) Technician performs technical assistance and support in fiscal services and human resources, including support work in payroll, reviewing and recording financial data, record retention, recruitments, employee benefits and leave administration within established systems and procedures. This classification is established as an "at will" position and, as such, the incumbent serves at the pleasure of the Court Executive Officer.

This is an entry and first journey level position, with work in fiscal services and human resources support. Incumbents work under general supervision to perform duties that are well-defined and in accordance with pre-established policies, procedures and standards. Duties emphasize standard or routine assignments performed with some independence. Incumbents must maintain confidentiality and use sound judgment in performing assigned duties. Errors in judgment or failure to complete assignments may result in serious delays and/or considerable expenditure of resources. Incumbents do not usually lead or supervise the work of other technical staff.

Fiscal/HR Technician is distinguished from the higher-level fiscal services and human resources classifications in that the latter perform more difficult and complex duties and may have responsibility for mentoring, training and assigning work to the former. The Fiscal/HR Technician is a confidential and unrepresented position.

ESSENTIAL FUNCTIONS AND DUTIES

The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. When assigned, all of the essential functions and duties listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and duties that may be assigned. Essential functions and duties may include, but are not limited to those listed below.

  • Processes Accounts Payable in SAP; computes obligations, and collects and verifies supporting documentation; prepares accounting systems documents (e.g. vouchers, warrants, transfers and checks) for approval and distribution; tracks and monitors compliance with purchase orders and contracts.
  • Processes bi-weekly ADP payroll; audits and records entries and adjustments on timesheets; integrates State Disability Insurance, Workers’ Compensation, and garnishments; reviews payroll registers and reports for accuracy; calculates manual payroll checks; processes payroll liabilities; reconciles employee leave balances.
  • Processes Accounts Receivable; prepares customer invoices in SAP; receives payments and maintains accurate records of monies received.
  • Oversees the ordering and stock of office supplies and maintains records of purchases made by the administration department.
  • Assists with daily deposits through various forms of payments via Court's case management system.
  • Answers routine financial and human resources inquiries by the public or Court staff and prepares related correspondence.
  • Responds to the public's questions regarding employment applications; assists in the planning and execution of recruitment activities including job announcements and advertisements preparation, the evaluation of applications for completeness; and assists in administering the examination process.
  • Assists in processing new hire paperwork and benefits enrollments; communicating benefit options to employees and coordinating annual open enrollment periods; resolving issues with benefit carriers; ensuring payments and employee deductions are accurate.
  • Maintains wide variety of required fiscal and HR reporting, including benefit spreadsheets, ADP reports, retirement reports and census data.
  • Notifies supervisors/managers of due dates for performance evaluations and processes completed evaluations and salary increases.
  • Facilitates record retention management in fiscal and HR including record destruction, digitization and required recordkeeping.
  • Assists with administering leave eligibility paperwork and tracking programs, including Family Medical Leaves of Absence, Pregnancy Disability Leave, and Workers’ Compensation. Provides information to employees, carriers, and updates supervisors/managers on status.
  • Prepares and maintains specialized and confidential personnel files and records; enters, updates and maintains employee information in online systems; processes personnel action forms, and creates and maintains ad hoc reports.
  • Responsible for assisting management staff with preparation and analysis relating to union negotiations.
  • Maintains the confidentiality of Court documents and records.
  • Established and maintains effective and positive working relationships with Court staff and others encountered during the course of work.
  • Performs other duties as assigned.

EMPLOYMENT STANDARDS

Minimum Qualifications

To qualify for this classification, an individual must possess and combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

Education: Completion of 60 semester (or equivalent quarter) units from an accredited college or university with major coursework in accounting, business, human resources, public administration or a closely related field, or an Accounting Certificate.

AND

Experience: Two (2) years of experience in the field of fiscal and/or human resources.

Substitution: Two (2) years of additional qualifying experience may substitute for education.

Desirable Qualifications

  • Working knowledge of ADP Workforce Now, NeoGov and SAP financial.
  • Experience processing payroll.
  • Experience with a public agency, or court.

Knowledge and Abilities

Knowledge of:

  • Fiscal document processing, recordkeeping, bookkeeping and basic governmental accounting principles and practices.
  • Payroll processes and laws.
  • Business arithmetic, including accounting, financial and statistical calculations.
  • Microsoft Excel software program.
  • Basic principles and practices of public human resource administration.
  • Basic recruitment and selection techniques and procedures.
  • State and federal laws and regulations applicable to human resource administration.
  • Standard office practices and procedures, including basic business data processing applications.
  • Record retention practices and procedures.

Ability to:

  • Communicate effectively, both orally and in writing.
  • Prepare and present oral and written material clearly, concisely, and effectively to groups and individuals.
  • Read, understand, interpret, apply and explain laws, rules, policies and procedures.
  • Establish and maintain effective working relationships with colleagues, claimants, applicants and the public.
  • Operate standard office equipment.
  • Operate a personal computer in a Windows environment, including Word, Excel and Outlook.
  • Type with sufficient skill to complete forms and process data using a computer.
  • Exercise good judgment and problem-solving skills.
  • Organize, prioritize and coordinate multiple assigned work activities.
  • Work independently in the absence of instructions.
  • Maintain strict confidentiality.

Other Requirements

  • Possession of a valid driver's license may be required depending on the position or the ability to provide alternate methods of transportation that meet job requirements.
  • Candidates are required to pass a fingerprint clearance by the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ). Convictions, depending on the type, number and date, may be disqualifying.
  • All Court employees must take the Oath of Allegiance.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The physical demands and work environment characteristics described here are representative of those that must be met by an incumbent to successfully perform the essential functions of this job. Physical Requirements: Strength, dexterity, coordination and vision to use a keyboard and monitor; hearing to communicate with the public and Court staff; ability to sit for extended periods of time; walk or otherwise move within the Court facilities; reach with hands and arms; vision to read and write material; sufficient strength to lift, carry, push or pull materials weighing up to 25 pounds; lifting position may be from floor to waist, and/or from the waist to an overhead position; to stoop, kneel, squat, and crouch to pick up or move objects, office equipment and records; speak clearly on the telephone and before groups.

Working Environment: Work is performed in an office environment with little exposure to outside temperatures or dirt and dust. The incumbent’s working conditions are typically quiet, but may be loud at times at some locations. The noise level and traffic level in the work environment are similar to a busy office.

Normal business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Work outside of these hours may be necessary in certain circumstances.

  • Life and Accidental Death and Dismemberment (AD&D) Insurance: The Court provides basic employee life and AD&D insurance. Employees may elect to purchase supplemental life or AD&D insurance subject to the provisions of the respective insurance plan.
  • Long-Term Disability (LTD) Insurance: The Court provides and pays for LTD insurance subject to the provisions of the respective insurance plan.
  • Flexible Spending Account: The ability to deduct a portion of your salary before taxes to apply towards qualified medical expenses and/or child care expenses.
  • Employee Assistance Program: Employees may use this program for up to six (6) visits per year at no cost to the employee. Services are completely confidential.
  • Deferred Compensation: The Court offers two (2) deferred compensation plans for employees who wish to participate through payroll deduction.
  • Pet Healthcare Program: Voluntary employee-paid benefit.
