JOB FAMILY SUMMARY PURPOSE

Under general supervision of the Manager – Regulatory Accounting is responsible for performing various routine and non-routine professional regulatory accounting functions to include: (i) collect, analyze, and summarize Company financial, operational and statistical data and (ii) develop schedules and supporting work papers for jurisdictional reporting requirements, rate case and other filing packages, and internal use.

EDUCATION

  • Bachelor's Degree from an accredited college or university in Accounting or a minimum of thirty (30) hours of accounting courses
  • Certified Public Accountant preferred

 

EXPERIENCE 
0-3 or more years of experience

KEY JOB RESPONSIBILITIES

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

  1. Basic knowledge of generally accepted accounting principles; FERC and State Commission accounting procedures and reporting practices; and accounting control procedures.
  2. Ability to prepare financial reports and statements; and effectively research, analyze and interpret accounting pronouncements, exposure drafts and regulatory rules and regulations.
  3. Ability to operate a personal computer and software applications, such as Excel, Word, Outlook, Adobe Acrobat, Oracle, PowerPlan, Livelink, AFRM, and UI.
  4. Knowledge of the basic functionality of accounting systems.
  5. Effective verbal and written communication skills.
  6. Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  7. Ability to maintain a strong sense of propriety concerning confidential matters.

      ESSENTIAL JOB FUNCTIONS

      1. Prepares and reviews jurisdictional regulatory accounting, fuel and operational reports, schedules, adjustments and supporting work papers in compliance with regulatory accounting principles, jurisdictional filing requirements and substantive rules which incorporate prior Commission orders and directives, usually involving financial analysis.
      2. Prepares and reviews the financial reporting of monthly deferred fuel calculations; journal entries for deferred fuel, nuclear fuel, and other regulatory related items; and the maintenance and reconciliation of various regulatory asset and liability accounts in accordance with appropriate accounting standards and the FERC Uniform System of Accounts.
      3. Ensures accuracy of and reconciles various Company reports with actual data employed in cost of service and other financial programs and models.
      4. Interfaces with other departments, retained counsel and outside consultants to verify and reconcile data and/or testimony employed in compliance reports, rate filing and other filing packages, and other information prepared for regulatory purposes.
      5. Performs comparative analyses and studies of Company's rate of return and deferred fuel balances by jurisdiction based upon historical and budgeted information.
      6. Analyzes detailed accounting records to derive specific assignments within given jurisdictional areas.
      7. Identifies, analyzes and prepares recommended and/or adopted accounting adjustments which impact future rate proceedings and accounting procedures.
      8. Prepares and reviews expert accounting testimony for Company regulatory witnesses.
      9. Present expert accounting testimony on behalf of the Company in cases filed before public utility commissions.
      10. Prepares and reviews responses to interrogatories from jurisdictional authorities and interveners on a timely basis, ensuring the accuracy of the information contained therein.
      11. Prepares and reviews accounting memos that document the accounting impact of Commission orders.
      12. Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
      13. Perform other related tasks that are not included, but are within the context of the duties defined.

      WORK ENVIRONMENT

      1. The incumbents in this classification are not substantially exposed to adverse environmental conditions; primary work environment is typically an office or administrative nature.
      2. May work non-standard hours.
      3. May require travel to Company work sites.
      4. May require out of town travel.

      PHYSICAL DEMANDS:

      7. Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
      8. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. 
      9. Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
      10. Grasping: Applying pressure to an object with the fingers and palm.
      11. Feeling: Perceiving attributes of objects, such as size, shape and temperature or texture by touching with skin, i.e., fingertips.
      12. Talking: Expressing or exchanging ideas by means of the spoken word; those activities in which detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
      13. Hearing: Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
      14. Repetitive motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
      15. Visual acuity: Color, depth perception and field of vision to include measurement devices for close inspection and analysis.
