EDUCATION
Associate’s Degree in Automotive repair and maintenance or related field; or an equivalent combination of related training and experience.
Diesel automotive mechanic training, ASE certification for Master Automotive and Master Truck Technician, Certified technician and instructor in high pressure hydraulic systems preferred

KEY JOB RESPONSIBILITIES

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
- Experience in the repair and maintenance of light and heavy-duty vehicles and construction equipment.
- Extensive knowledge in all facets of diesel and automotive mechanics, high-pressure hydraulic systems and operation of all utility equipment (i.e. aerial lifts, derricks and cranes).
- Extensive knowledge in the use of computerized diagnostic equipment.
- Ability to analyze and interpret data from manuals, diagrams and other equipment used to diagnose problems.
- Ability to schedule and plan work requirements.
- Broad knowledge, skills and abilities to supervise personnel and perform administrative duties (i.e., preparation of budgets and reports).
- Broad knowledge of the Union Contract and Safety Manual and procedures used to implement both.
- Ability to assess training needs of employee and train and/or schedule outside training.
- Must possess a valid commercial driver's license and be in compliance as defined by the El Paso Electric Company's Driving Policy.
- Knowledge of appropriate software including Microsoft Word, Excel, and Outlook, Microsoft PowerPoint, and Adobe Acrobat.

ESSENTIAL JOB FUNCTIONS
- Completes operations by developing schedules, assigning and monitoring work, gathering resources, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures.
- Supervises the maintenance and repair of all Company vehicles, equipment and trailers in El Paso and Las Cruces, including recommending replacement of fleet vehicles and equipment.
- Reviews maintenance procedures to insure the safest and most cost-effective procedures are used.
- Ensures all maintenance, DOT and environmental records are current.
- Works with outside vendor to ensure best pricing for parts and services.
- Prepares O & M and Capital budget and monitors for compliance.
- Works with field customers to ensure vehicle specifications meet their needs.
- Works with vehicle specifications and manufacturer to ensure compliance.
- Prepares reports and ensures records of maintenance on all vehicles and equipment are up to date.
- Assures all Haz-Mat decals and MSDA literature is in place and up to date.
- Keeps informed of new developments and equipment in the repair and maintenance field.
- Schedules repairs and maintenance with outside vendors and ensures quality, pricing and timeliness of repairs.
- Utilizes the performance management system to appropriately provide continuous coaching, counseling and feedback to employees.
- Coordinates resolution of union grievances with Human Resources.
- Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations

WORK ENVIRONMENT
- The incumbents in this classification are subject to both outside and inside environmental conditions and temperature changes; exposed to loud noises, where the incumbents have to shout in order to be heard; exposed to hazards including a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, high places, exposure to high heat and/or to chemicals; and exposure to oils or other lubricants that may include skin exposure. Incumbents may be required to wear safety equipment and/or a respirator at times.
