Full-time non-exempt position - hourly rate of $21.50

This role is classified as a non-exempt, full-time employee as those terms are defined in the Center’s Employee Handbook, and is eligible for employee benefits as defined for this classification.
Summary: The Case Manager assists the shelter team with the provision of emergency shelter services to runaway and homeless youth, including youth removed from their homes due to caregiver abuse and/or neglect. The Case Manager is responsible for providing comprehensive case management services to youth at the shelter. This includes assessing needs, creating individualized care plans, coordinating services, and ensuring that all program objectives are met. The Case Manager will play a critical role in supporting the youth during their stay and facilitating their transition to stable living situations. This position will also serve as the direct supervisor of youth workers, ensuring adherence to agency standards and policies. The Case Manager/Supervisor is a senior member of the team with supervisory authority and responsibility for managing and monitoring the performance of subordinates. This position, as with all positions in a licensed operation, is responsible for compliance with licensing standards. This position is also expected to prepare for and test for General Residential Operations (GRO) licensure within 12 months or as soon as eligible if not already licensed.. The scope of work is subject to change as needed to ensure the project’s success and to meet funders’ requirements. Likewise, complementary changes may be made to projects or individual goals and expectations for employees based on agency/management strategic goals. Primary Duties And Responsibilities
- Become an expert in licensing standards and other relevant policies/regulations
- Consistently monitor all shelter activities and documentation to ensure compliance
- Prepare for General Residential Operations (GRO) examination if not already licensed
- Establish positive, therapeutic relationships with youth
- Provide individual counseling, service planning, and other responsibilities as outlined in the job description
- Participate in Performance and Quality Improvement (PQI) processes
- Ensure services are delivered with fidelity to the model and contractual/licensing obligations
- Lead training and orientation of new staff
- Provide direct supervision to youth workers, ensuring their adherence to agency standards and policies
- Conduct regular performance evaluations for youth workers, providing feedback to support their growth and development
- Develop and implement corrective plans as needed to address performance issues or non-compliance
- Support staff in learning to work effectively with youth, including behavior management, crisis de-escalation, Motivational Interviewing, Seeking Safety, operations, documentation, and managing details in a dynamic environment
- Provide immediate crisis de-escalation, intervention, and mediation
- Offer calm, kind, and trauma-informed responses to youth using distraction and diversion techniques
- Screen arrivals and referrals for placement following established guidelines
- Exercise good judgment in making placement decisions
- Work collaboratively with the team to support progress on each youth’s service plan
- Designate specific coaching/life skills tasks to team members, such as resume building or homework assistance
- Provide routine on-call coverage, including nights, weekends, and holidays, in rotation with other direct service staff
- Maintain a high level of personal accountability
- Seek learning opportunities and welcome feedback for performance improvement
- Make suggestions to enhance operations
- Document shelter activities and direct client services meticulously, both on paper and in mandatory databases, including:
- Crisis intervention counseling, de-escalation, and diversion
- Intake, assessment, initial service plan development, and service plan updates/reviews
- Scheduling medical screenings and coordinating meetings with parents and professionals
- Individual, group, and family support sessions using evidence-based modalities
- Plan on-site and off-site activities for youth, including:
- Life skills development and psycho-educational workshops
- Recreational activities and career/job preparation
- College visits, public transportation introductions, and coordinating guest speakers
- Participate in outreach activities to Safe Place, partners, and the public
- Raise awareness and engage support for the program’s needs and secure referrals
- Assist with routine shelter operations as needed, including:
- Transporting and supervising youth during outings
- Providing additional support in daily activities
- Manage planned and unplanned site visits from licensing and contract monitors, with support from the Division Director
- Develop strong relationships with staff while coaching, correcting, supporting, motivating, and encouraging compliance and quality service delivery
- Participate in continuing education programs as required by the Center
- Perform additional duties as assigned by management
- Knowledge of licensing and contract standards of the General Residential Operation
- Outstanding interpersonal skills and the ability to relate well to diverse individuals at all organizational levels
- Comfortable supervising and directing the work of others. Lead by example; delegate responsibilities; accept responsibility for the work of others; engage in corrective action and coaching of employees
- A strong results orientation, openness to new ideas, and a proven ability to deliver a consistently high quality of service to both external and internal work partners
- Excellent written and verbal communication skills
- Problem-solving skills are essential for developing creative solutions to program/personnel challenges as they arise
- Ability to be flexible and adapt to changes in staffing, program scope, assigned tasks, and modalities utilized, setting the example for team members as changes are made
- Must be at least 21 years of age
- Bachelor’s degree in social work, psychology, or a related field (master’s degree preferred)
- Minimum of 2 years of experience working with at-risk youth or in a residential setting
- Experience supervising staff in a similar setting is preferred
- Experience working at a General Residential Operation or Child Placing Agency is a must
- This position is also expected to prepare for and test for GRO licensure within 12 months or as soon as eligible if not already licensed
- Strong understanding of trauma-informed care principles
- Excellent communication, organizational, and interpersonal skills
- Ability to work flexible hours, including evenings, weekends, and on-call shifts
- Proficiency in Microsoft Office and case management software
- Ability to read, write, and speak Spanish and English is preferred
- Good time management, organizational, and interpersonal skills, and ability to communicate effectively with individuals from all walks of life
- Must have a driver’s license, a vehicle in safe operating condition, and maintain proof of current insurance at Texas minimum standards
- Flexibility in transportation, when schedule shifts are required/requested and/or when transportation needs for youth in residence, exceed the capacity of leased vehicles. Mileage is reimbursed for work-related travel
- Must be able and willing to travel for trainings/meetings/conferences
- Must be able to walk, sit, stand, and lift and carry at least 25 pounds
