Hiring Range: $70,000.00 - $84,850.00 annually
Responsible for the supervision and oversight of staff development related to the assigned functional area(s) within the Department. Collaborates with the training program/staff development team and leadership to provide direction and recommendations for all departmental training; participates in coordinating and supporting internship or volunteer programs.
- Supervises and is responsible for the training and staff development activities related to the assigned functional area(s) and related programs; supports the department’s mission, vision, policies, procedures, and organizational structure.
- Provides supervision, mentoring, guidance, and training to assigned staff. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
- Participates in the planning, evaluation, and development of assigned training and staff development program areas.
- Collaborates with subject matter experts, managers, and supervisors from applicable program areas to determine training needs and effectiveness of training provided. Develops and administers training program improvement plans.
- Oversees, develops, and participates in delivering training related to Department and assigned program area needs; ensures adherence to applicable regulations, policies, and procedures.
- Establishes, maintains, and updates training materials related to programs, rules, policies, procedures, and other areas of staff skill development. Recommends and implements training program, policy, and procedure improvements.
- Establishes training tasks and times based on job-specific needs and goals; evaluates and provides performance feedback to supervisors and managers on trainees' progress. Maintains knowledge of County training policies, procedures, and programs.
- Participates in planning, developing, and conducting orientation programs for new employees.
- Oversees and provides mentoring, coaching, guidance, modeling, and shadowing; facilitates unit/team building workshops as needed.
- Develops and assists with delivering training in program areas that may require complex or technical knowledge, or specialized skills.
- Compiles data and develops reports related to training program and staff development activities, including training attendance and satisfaction; analyzes data and reports to support training program improvement.
- Leads meetings to discuss information, receive input, and train staff; participates in administrative meetings involving planning, decision-making, and management.
- Responsible for responding to and resolving complaints and concerns related to training or quality assurance issues within assigned program areas; serves as liaison to community professionals, other agencies, and the public.
- Participates in recommending, overseeing, and offering cross-training for staff to achieve the Department’s mission, vision, and goals.
- Supports with coordinating and facilitating the internship and/or volunteer program(s).
- Performs other duties as required.
Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.Knowledge, Skills & Abilities
- Knowledge of laws, rules, regulations, policies, and procedures related to functional area(s). Working knowledge of County policies and procedures.
- Knowledge of the principles, procedures, and practices of staff development, professional training, and adult learning.
- Knowledge of adult learning theory and the ability to apply that theory in the assessment of an individual's learning tasks, skills, and knowledge.
- Must be organized and possess a high level of attention to detail; ability to efficiently plan, schedule, and organize.
- Ability to work, meet goals and deadlines, and lead section with minimal supervision.
- Ability to assess, develop, and deliver effective training. Ability to generate, interpret, and evaluate various data and metrics.

- High school diploma or equivalent education.
- Protective Services Program Only:
- Bachelor’s degree in a related field.
- Three years of training, facilitation, or related experience.
- One year of supervisory or leadership experience.
- Experience in curriculum design and instruction.
- One year of experience determining eligibility in a human services agency.
- Must possess and maintain a valid driver's license.
- Must obtain and maintain necessary certifications as applicable to position, including the Colorado State Training and Colorado Benefits Management System (CBMS) certifications.
- Protective Services Program Only:
- Colorado Adult Protective Services Caseworker and Supervisor training certification as available by CDHS.
- Colorado State Child Welfare Caseworker and Supervisor Certification or the ability to successfully complete and pass initial examination within six months of employment.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
