This position will be in-person, 5 days per week, during the first 90 days. After 90 days, this position will be eligible to work remote 1 day per week. After the completion of the initial review period (six months), this position would be eligible for 2 remote days per week. Mondays are a required in-office day.

We are seeking a Workplace Investigator to lead impartial investigations into employee concerns, workplace conflicts, and policy violations. This role requires someone who thrives in an environment where critical thinking, objectivity, and sound judgment are essential.

What You'll Do:

  • Conduct thorough, unbiased investigations into workplace complaints, including allegations of misconduct, harassment, discrimination, retaliation, and policy violations.
  • Interview employees at all levels of the organization, ensuring professionalism and confidentiality throughout the process.
  • Gather, analyze, and document relevant evidence while maintaining meticulous records.
  • Prepare clear, concise investigation reports outlining findings and recommendations in alignment with company policies and employment laws.
  • Provide guidance to leadership and HR teams on complex employee relations matters.
  • Develop and deliver training on workplace policies, professional conduct, and best practices for conflict resolution.
  • Monitor trends and recommend proactive strategies to mitigate workplace issues before they escalate.

Hiring Range: $76,000.00 - $90,000.00 annually 

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change.

This position is responsible for conducting prompt, thorough, unbiased, and impartial investigations into workplace concerns, including discrimination, harassment, retaliation, misconduct, and policy violations. This role provides guidance regarding compliance with Equal Employment Opportunity (EEO) laws, Title VII, and organizational policies.  This position will also provide support with training and policy development related to discrimination, harassment, and retaliation.
  • Conducts prompt, thorough, unbiased, and impartial investigations into allegations of discrimination, harassment, retaliation, workplace misconduct, and policy violations. Responsibilities include interviewing complainants, witnesses, and respondents while maintaining confidentiality and professionalism; gathering, compiling, and analyzing evidence such as emails, reports or other relevant documents; assessing witness credibility; presenting case information through effective oral and written communication; delivering timely reports.  
  • Maintains legally appropriate and required documentation and files.  Tracks and documents case progress and outcomes, ensuring timely resolution.        Maintains accurate records of complaints, investigations, and resolutions.
  • Generates detailed investigation reports with investigation findings and recommendations for resolution.  Advises County leadership and the Office of the County Attorney of the findings.  Provides recommendations on risk mitigation strategies and input on disciplinary documentation, as needed, as a result of investigative findings. 
  • Assists with responding to grievances, mediations, litigation, and other legal matters as related to EEO/Title VII and workplace investigations. 
  • Tracks and monitors employment law and workplace trends; analyzes aggregate investigative data to identify trends and opportunities for proactive issue mitigation and areas of improvement. 
  • Provides strategic recommendations and best practices regarding EEO compliance; partners with stakeholders to engage in continuous improvement activities. 
  • Compiles and conducts statistical analyses of EEO data; prepares and maintains a variety of EEO reports as needed.
  • Works collaboratively with the Office of the County Attorney in responding to charges of discrimination received from the Equal Employment Opportunity Commission (EEOC), the Colorado Civil Rights Division (CCRD), or other entities.  
  • Prepares for and participates in hearings as necessary.
  • Conducts training on EEO/Title VII and related topics. 
  • Assists with the development, enhancement, and implementation of various EEO-related policies.
  • Coaches managers and leaders on identifying and addressing workplace conflict effectively. Facilitates informal resolution of workplace disputes through mediation, coaching, or other forms of dispute resolution upon request. 
  • Advises leadership on trends, risks, and opportunities to improve workplace relations and prevent EEO-related complaints.
  • Works closely and collaborates with HR team members; designs and implements proactive measures to address recurring workplace issues.
  • Prepares and transmits the EEO-4 report.
  • Administers compliance with posting labor law posters; ensures correct posters are in all El Paso County buildings in a conspicuous area for employees to view.
  • Performs other duties as required.
Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
 

Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.Knowledge, Skills, and Abilities:
  • In depth knowledge of Title VII, Colorado Anti-Discrimination Act, Americans with Disabilities Act (ADA), Age Discrimination in Employment Act (ADEA), Family and Medical Leave Act (FMLA), and other Federal, State and Local employment laws, regulations, court decisions, and issues related to EEO/Title VII. Ability to interpret and apply Federal, State, and Local policies, laws, and regulations.
  • Strong investigative, interview, and analytical skills, with attention to detail, objectivity, and the ability to interpret, evaluate, and analyze various methodologies and associated data.
  • Ability to manage multiple investigations simultaneously and meet deadlines in a fast-paced environment.
  • Must be an excellent communicator with the ability to effectively communicate with persuasion, tact, courtesy, and diplomacy, both verbally and in writing, even in difficult situations, including the ability to prepare comprehensive reports.
  • Must possess excellent writing, note-taking, report writing, and proofreading skills; ability to write clearly and concisely with proper regard to spelling, grammar, and punctuation.
  • Must possess strong attention to detail and initiative, with the ability to determine appropriate workflow and to complete all tasks within deadlines.
  • Must be customer service oriented and possess strong organizational and time management skills.
  • Must be honest, truthful, trustworthy, and possess a high degree of personal integrity. Ability to maintain strict confidentiality. Demonstrated ability to handle sensitive and confidential matters with professionalism.
  • Must be proficient with Microsoft Office (Word, PowerPoint, Excel, and Outlook) Software and HRIS systems.
  • Ability to deal effectively with pressure and ambiguity.
  • Ability to work independently and in a team environment with minimal supervision.
  • Ability to establish and maintain effective working relationships with employees, County staff, elected officials, and the public.
  • Ability to analyze problems, complex data, and information and identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 
  • Ability to handle difficult situations in a respectful and professional manner.
  • Must be open to change and new information and able to adapt behavior and work methods in response to new information, changing conditions, or unexpected obstacles.
  • Maintain regular and punctual attendance.
Required Education and Experience
  • High school diploma or equivalent education.  
  • Three years of experience conducting Title VII and workplace investigations.
  • Experience in providing strategic recommendations and best practices regarding EEO compliance.  
Preferred Education and Experience
  • Bachelor's degree in human resources, business administration, or related field. 
  • Experience with human resources, EEO, or conducting investigations in a government environment. 
  • Experience responding to EEOC or CCRD charges of discrimination.
  • Experience providing coaching on conflict resolution and EEO-related complaints.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
  • Association of Workplace Investigators Certificate Holder (AWI-CH) preferred.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some local travel is required.
