Plan & Design Outdoor Spaces – Develop park, trail, and open space plans that align with the County’s vision for recreation, conservation, and community well-being.
Oversee Projects from Concept to Completion – Manage capital improvement projects, ensuring high-quality development and construction of parks and outdoor amenities.
Use Data & GIS to Guide Decisions – Conduct spatial analysis and planning studies to support sustainable park development.
Engage with the Community – Present plans, gather feedback, and collaborate with advisory boards, community groups, and stakeholders.
Review & Shape Future Developments – Ensure new development proposals align with land-use regulations and master plan objectives.
Secure Funding & Grants – Assist with applications and track awards to help bring innovative projects to life.

Hiring Range: $ 70,500.00 - $79,000.00 Annually
This position offers flexible work schedule options, including:
Five 8-hour workdays

Performs planning duties to address the objectives in the El Paso County Parks Master Plan to build a more vibrant, healthier, and livable County. Assists with the development of exterior spaces, parks, open spaces, and trails through planning, design, and project management/construction administration. Reviews development proposals to ensure compliance with land development code regulations.

Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

- Initiates, develops, and coordinates park, trail, and open space plans, projects, and proposals for capital improvement projects in collaboration with Parks staff, other County departments, and stakeholders.
- Supports the development of the El Paso County Parks Master Plan; assists with allocating resources and identifying criteria.
- Assists and completes development of specific master plans, projects, and technical reports for parks, trails, and open spaces.
- Manages engineering and construction contracts for various planning and construction projects.
- Conducts planning analyses, including GIS-based spatial analysis, to support planning processes.
- Prepares graphic materials, including charts, maps, illustrations, and presentations for plans and public meetings.
- Maintains and updates Parks' geographic information systems, including boundary lines, park improvements, and easements.
- Reviews subdivision applications and works with other County Departments to ensure compliance with the County master plans.
- Presents projects to County leadership, advisory boards, community groups, and various stakeholders; conducts or assists with public meetings and presentations.
- Represents El Paso County at regional planning committees regarding park and trail development as assigned.
- Assists with the development, monitoring, and tracking of grant applications and awards.
- Prepares temporary access agreements for construction and other requests on County-owned property as requested.
- Assists in answering inquiries pertaining to parks, trails, open space, or development projects; meets with community groups to discuss proposed projects and solicit input.
- Performs other duties as required.

Qualifications
Knowledge, Skills & Abilities
- Knowledge of park planning and administration processes and practices.
- Knowledge of modern software programs, including project management software, AutoCAD, Adobe Acrobat Suite (e.g., Photoshop, InDesign, and Illustrator), and ESRI ArcGIS (e.g., ArcMap, ArcCatalog).
- Ability to be an effective team member and accomplish assignments within an agreed-upon timeline and established standards.
- Ability to effectively coordinate multiple projects simultaneously.
- Ability to effectively listen, speak, write, and interact tactfully in a workgroup or with the public. Ability to provide excellent customer service.
- Ability to work collaboratively with citizens, community groups, contractors, and department staff. Ability to operate a variety of standard office equipment, including computer, calculator, copier, fax machine, and telephone.
- Maintain regular and punctual attendance.
- Bachelor’s degree in landscape architecture, park planning and/or design, environmental studies, or closely related field.
- Four years of related professional experience may substitute for the required degree.
- Three years of experience in park planning and design or related experience.
- Must possess and maintain a valid driver's license.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
