The City of El Paso is recruiting for the position of Director of Management and Budget.
We are seeking a strategic and collborative candidate with a Bachelor's Degree in Accounting, Business or Public Administration, Finance or a related field, and eight (8) years of professional experience in fiscal administration, budgeting, management analysis, and reporting, or high-level administration in the preceding areas, including four (4) years of management or supervisory experience. Valid Texas Class "C" Driver's License or equivalent from another state by the date of employment.

General Purpose
Under administrative direction, manage, direct, and coordinate the budget, management analysis, and administrative functions of the Office of Management and Budget.
Typical Duties
Plan, organize, control and provide overall direction of financial management functions including budget, management analysis, and administrative functions. Involves: Budget and management analysis, and directing continuous research to identify patterns and trends within the community, including service needs and alternative service delivery methods. Integrate and coordinate major strategic functions in the areas of financial planning, budgeting, and the growth and development of the organization to ensure the fiscal strength of the city government. Formulates recommendations concerning the City's financial philosophy, and short and long-term fiscal strategies in conformance with generally accepted governmental finance, accounting, and auditing principles and practices. Keep the City Council and the executive management informed as to the status of the City's budget conformance. Provide recommendations for budget adjustments to ensure a balanced budget.
Coordinate budget process. Involves: Ensure the financial and budgetary integrity of the City's operation by establishing and maintaining sound budget practices, procedures, strategies, and processes that reflect the best contemporary municipal methods and best practices of governmental and professional advising and certifying entities. Direct the preparation, submission, and preparation of budget proposals at all process stages Monitor revenues and expenses to conform to the budget and recommend any necessary changes and corrections to the current year's appropriations. Analyze and forecast both current and future years' revenues and expenditures.
Conduct administrative research. Involves: Initiate, conduct, and implement administrative research to provide a basis for management control and decision-making. Apply sound research techniques and methods. Coordinate with internal departments, comparator cities, and/or outside agencies to obtain data. Analyze and utilize data for budget decisions, management analysis, and administrative issues. Make recommendations to the City Manager and other executive-level staff.
Perform management analysis. Involves: Analyze and evaluate various policies, procedures, and operations to ensure organizational alignment with City-wide objectives, goals, and budgets. Examine and evaluate current business processes, organizational structure, and functions, and update when necessary. Review and evaluate service delivery methods and systems, including administrative and support systems, technology, and internal relationships within the area of responsibility. Identify opportunities for improvement to services and implement changes to standard operating procedures to maintain internal controls and enhance services. Develop and present recommendations verbally or in various written forms, such as a narrative assessment, a study, or a business plan.
Provide direction and support to subordinate managers. Involves: Provide budgetary guidance and track departmental budget issues; oversee and manage personnel issues, monitor and approve the allocation of operational expenses for assigned departments; prepare reports and maintain records and files. Provide for compliance with applicable laws, rules, and regulations; oversee preparation and monitoring of the City's annual budget. Establish performance goals for own staff, monitor progress, initiate action plans to evaluate and improve processes, service delivery, and responsiveness to organizational and community needs, monitor and control security measures, inventories, information integrity, internal or external audit findings, or statutory requirements and compliance with professional standards.
Respond to and resolve sensitive and complex organization and community inquiries and complaints. Involves: Advise the City Manager, and Deputy City Manager/Chief Financial Officer in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options. Continuously review operating budgets, appropriations, and departmental operations throughout the organization. Represent the City at various meetings and conferences and interact with a wide range of officials, department directors, coworkers, and the public.
Supervise assigned staff. Involves: Assign, schedule, guide, and monitor work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. As appointing officer, interview applicants and approve hiring, termination, transfers, discipline, or other employee status changes; realign organizational structures for improved efficiency, including staffing levels and job design. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
