The City of El Paso is recruiting for the position of Risk Management Director!
We are seeking a strategic and collaborative candidate with a Bachelor's Degree in Risk Management, Social or Behavioral Science, Business or Public Administration, or related field, and eight (8) years of professional risk management experience, including three (3) years in a management capacity. A valid Texas Class "C" Driver's License or equivalent from another state is required by the date of appointment.
A Certified Risk Management Professional (CRMP) or Risk Management Professional certificate (RMP) is preferred.

General Purpose
Under administrative direction, plan, implement, and direct effective risk management programs and initiatives. Custodian of the Risk Management framework for the City.
Typical Duties
Manage, plan, direct, and coordinate the City's risk management programs. Involves: Act as an advisor on risk management matters. Review and develop risk management vision, management strategy, policy, and methodology that is aligned with the City’s strategic objectives. Identify, document, and provide publication of organization-wide common controls. Analyze and mitigate the organizational risks. Coordinate with safety liaisons and management to identify and mitigate potential risks to the City of El Paso which include Health and Safety, Reputational, Operational, Strategic, Compliance, Financial, and Cybersecurity risks.
Oversee and establish loss prevention standards and recommend alternative approaches to address losses and exposures. Involves: Assume full management responsibility for risk management services and activities, including insurance procurement, risk assessment, claims investigation, and adjustment. Establish and monitor Citywide management controls for sound financial administration. Evaluate and develop financial programs and policies to minimize financial exposure. Review and prepare contractual language and present recommendations and solutions to minimize risk and safeguard the City's operations on contracts. Participate in the development of cost-effective risk, accident, and loss reduction programs. Evaluate and implement new or modified risk management plans and policies. Participate in the administration of cost control procedures to ensure maximum coverage at the least possible cost to the city.
Direct and monitor risk program planning and the development of informational materials. Involves: Communicate the risk management policy, strategy, and management plan to all City employees, supervisors, senior management, and risk management committee. Oversee claims handling procedures to streamline processes and mitigate loss. Assist management in developing and implementing risk responses for each identified material or cyber risk. Manage the development of accident prevention programs between operational levels and management. Ensure the overall reduction of the City's liability exposures and make recommendations for corrective actions on potential liability exposures. Oversee the preparation of the risk management budget. Compile reports as needed and report them to upper management and stakeholders.
Direct and monitor the procurement of the City's liability, property, and worker's compensation insurance coverage. Involves: Review insurance provisions/requirements in vendor agreements, contracts, subcontracts, and leases to ensure compliance with insurance and risk management programs. Negotiate renewal terms and conditions. Monitor the adjustment of liability, subrogation, and property loss issues. Determine insured and self-insured risk exposures. Prepare, with legal consultation, bid documentation, such as original and amended plan texts, agreements, and policies. Serve as liaison between various City officials, and staff involved, broker(s) of record, third-party administrators, and consultants on all risk management matters. Represent the City at meetings and conferences.
Represent the organization and provide technical guidance. Involves: Remain abreast of changes in federal, state, or local laws or regulations concerning and affecting risk management operations. Provide fraud prevention strategies, business continuity plans, occupational health, safety, and environmental policies and procedures as well as disaster management plans. Ensure compliance with new or revised regulations and advise department heads and others regarding applicable rules, regulations, ordinances, state and federal laws, and professionally accepted practices and procedures. Oversee research, procedural, administrative, and managerial studies. Identify opportunities for improvement and oversee the implementation of changes. Coordinate inter-departmental activities by delineating responsibilities, organizing cooperative ventures, and monitoring collective performance. Represent the City at various meetings and conferences and interact with a wide range of officials, department directors, and the public.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and succession development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
