The primary goal of the El Rio Health
Health Center Manager is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions. \nThe following functions and responsibilities will contribute to El Rio Health to achieve its KEY RESULTS : \n \n\nWorld Class Experience for staff and patients\nHealthier patients and employees\nPositive Financial Result\n\n \nEssential Job Functions : \n\nIdentifies care gaps within the population of own health centers and develops Action plans.\nPromotes public health and disease prevention through community outreach and the use of technology.\nIdentifies determinants of health as it relates to health disparities and develops action plans tracking rates of illness, death, chronic conditions, behaviors, and other types of outcomes.\nManages administrative clinical operational activity, programs or projects, and administrative assignments supporting the Health Center’s operations to ensure the highest standards of excellence.\nImplements and maintains a Continuous Quality Improvement approach to all clinical administrative operations; continuously gathering and assessing data for use in improving individual and department performance, as well as contributing to the development of more efficient and effective service delivery.\nEnsures patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring HIPAA and corporate compliance requirements at all times.\n Assures that all staff members are provided with initial and ongoing training supporting patient confidentiality.\nLeads and directs the daily clinical operations of the Health Center, such as : \n\nProvides guidance, leadership, and supervision to a diverse group of health care professionals by fostering an open environment for teamwork and communication.\nEnsures a high level of productivity; continually monitoring the service operations of the center.\nManages clinical care, behavioral health operations and staffing coverage; revising and / or reassigning staffing assignments as needed.\nMonitors and supervises the use of universal precautions and Infection Control standards to ensure full compliance and adherence with established standards and policy.\nProvides guidance and direction in resolving operational issues or problems.\n\nLeads the development and implementation of measurable goals and objectives, as well as policies and procedures for all operational areas of the Health Center.\nMonitors and supervises the control of stock drugs, vaccines, and clinical inventory within the Health Center.\nDevelops and implements tactical action plans that support the goals and objectives of the organization.\nCollaborates on the development, implementation, and oversight of medical protocols, clinical operations, and fiscal performance for the Health Center.\nFunctions as an EPM and EHR super user working closely with Information Technology to ensure that appropriate training, error monitoring, and processing corrections are developed and implemented in a timely and effective manner.\nResponsible for the delivery of coordinated and integrated quality health care services for El Rio Health Center patients.\nDevelops and enhances effective relationships which support and meet the customer service expectations.\nAdvocates and supports the coordination of services with community agencies and referral resources to meet patient service needs.\nIdentifies appropriate resources to provide education to patients, their family members on active participation in their health care services.\nMonitors patient service feedback; actively engages patients on service experience and quality; receives and resolves patient complaints on service; plans and implements service improvement opportunities.\nPossesses a comprehensive knowledge of legal issues related to the operation of the Health Center, ensuring compliance with regulatory agency standards and requirements; develops appropriate policies and procedures to ensure compliance and adherence to legal and regulatory requirements or standards.\nPerforms scheduled and ad hoc audits of patient charts for quality and compliance adherence.\n\nMinimum Education and Experience : \n\nBachelor’s Degree or Diploma in Nursing from an accredited school, college, or university. \nFive (5) years of supervisory experience preferably in a healthcare setting.\n\n \n If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.\n \nRequired Licenses, Certifications, and Registrations : \n\nA current and unencumbered Registered Nurse license in good standing from Arizona State Board of Nursing. \nA current certification in Basic Life Support (BLS) for health care providers from an approved and accredited training program. \nLevel I fingerprint clearance card : current valid and in good standing or have applied for it within seven working days after beginning employment.\nEmployees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements.\nA valid Arizona driver’s license, acceptable driving record, and required vehicle insurance.\n\n \nPreferred Education, Experience, Skills, Abilities : \n\nMaster’s Degree in Nursing or a related field from an accredited college or university. \nSeven (7) years of supervisory experience; preferably in a healthcare environment.\nExperience in a Federally. Qualified Health Center.\nManagement experience in a union setting.\nBilingual in English and Spanish with the ability to speak, read and write in both languages.\n\nEl Rio Health is a diverse and inclusive organization.
