Position Overview :

Environment Shaping (ES) is meant to address policy and other identified environmental barriers to help the success of our current and future medicines.

ES work is geared towards creating awareness, shifting attitudes, and, affecting change around systemic issues impacting our oncology portfolio. ES campaigns are unbranded and will target key influencers, including select media, professional organizations, patient advocates, policy makers (not specific decision-makers) and expert voices. This role also supports the implementation of the strategic policy agenda for the OBU. ES entails many responsibilities including delivering environment shaping analysis, strategy development, and tactical implementation of initiatives that aid in successful approvals, launches and uptake of oncology products.

The position will report the Senior Director, Oncology Advocacy & Professional Society Relations and will be part of the Oncology Business Unit Corporate Affairs team. Position Responsibilities :

The Associate Director, Oncology Environment Shaping (ES) will work across the drug and diagnostic portfolio to lead assigned environment shaping initiatives supporting the launch of key late phase programs, line extensions and other pipeline assets. The position provides strategic support to other Oncology Corporate Affairs team members as well as cross-functionally with organizations including marketing, medical, medical affairs, payor, policy, legal, ethics and compliance, etc.

Primary responsibilities include:

  • Work with global public policy, government affairs, marketing, medical, PRA, affiliates and external stakeholders to develop and implement key environment shaping campaigns around key corporate affairs strategic pillars:
    • Get in front of potential barriers to approval, launch and uptake
    • Define and prepare a healthy ecosystem
    • Partner externally to advance the science
    • Lay the foundation to create a clear and compelling value proposition for all of our assets
  • Identify and lead unbranded scientific, regulatory and value campaigns.
  • Build and sustain relationships with key professional groups, including identifying partnership opportunities and advocating through this organizations for programs and policies in support of the oncology portfolio.
  • Ensures regulator, payer, advocacy, professional relations, media relations, and policymaker / influencer work streams are complementary and support key marketing and medical strategies.
  • Partner with advocacy teammates to establish and execute an integrated strategy with patient groups to advocate with KOL’s, payers, policy makers and the government to achieve oncology ES goals.
  • Work with medical teams to identify opportunities to enhance the effectiveness of treatment guidelines in support of the advance of new medicines.
  • In partnership with the Lilly Federal Government Affairs team, advocate for policies supportive of key oncology priorities.
  • Lead development and execution of an integrated and aligned environment shaping plan for oncology that clearly describes roles, responsibilities, and assignment for deliverables.
  • Build strong internal and external working relationships with key external stakeholders to meet oncology environment shaping objectives.
  • Work with Legal and Compliance functions to outline appropriate guardrails related to influencing the external environment.

Requirements :

  • Bachelor’s degree.
  • 5 years of environmental shaping, policy, marketing, PRA or other relevant experience
  • Prior experience working in the external environment to advance policy or environment shaping goals
  • Qualified candidates must be legally authorized to be employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this employment position.

  • Strong understanding of the policy levers impacting R&D of and market access to medicines.
  • Strong strategic thinking skills with the ability to lead strategy projects, engage others and translate strategy into implementation tactics and capabilities.
  • Comfort operating within ‘white-space’ and within a dynamic and shifting landscape
  • Demonstrated ability to influence others and lead without authority.
  • Excellent communication and interpersonal skills across functional and geographic boundaries as well as across, up, and down the organizational ladder.
  • Proven success understanding, interacting with, partnering and influencing decisions of external stakeholders.
  • Experience working with or on behalf of professional, advocacy, government or payer organizations or similar stakeholders.
  • Extreme learning agility and multi-tasking capabilities.
  • Fluency in juggling many projects.
  • Ability to understand the business need and use ES levers to drive the business forward.
  • Strong problem-solving and relationship building skills.
  • Ability to prioritize and make good trade-off decisions.
