Elite Construction & Development is seeking an experienced and detail-oriented Quality Assurance Manager (QAM) to lead the company’s Quality Assurance division. The QAM will ensure compliance with federal, state, and local quality standards, oversee quality assurance processes, and serve as the Subject Matter Expert (SME) on Document Control. The ideal candidate will have a strong background in QA/QC within the construction industry, with expertise in NQA-1 and commercial construction quality management.
Position Overview
As the Quality Assurance Manager (QAM), you will be responsible for developing, maintaining, and ensuring the effective implementation of the company’s QA program across all applicable projects. While the QA program has historically focused on Hanford-related projects, this role will also focus on strengthening quality assurance practices in commercial and non-Hanford construction projects. The QAM will oversee quality assurance processes, compliance audits, document control, and personnel management to drive operational excellence.
Key Responsibilities
Quality Program Development & Oversight
- Lead and implement the company’s QA program in compliance with NQA-1 and other relevant quality standards.
- Develop and apply advanced quality control procedures to address complex technical problems.
- Ensure conformance with federal, state, and local standards, including OSHA, EPA, DEP, DOT, NFPA, ANSI, and ASME.
- Oversee the development of QA/QC procedures for both Hanford and non-Hanford construction projects.
Audits, Inspections, & Compliance
- Plan, schedule, and lead internal and external QA audits, surveillances, and assessments.
- Ensure products, materials, and services meet contractual, regulatory, and quality specifications.
- Participate in project readiness reviews, safety basis document reviews, and technical safety assessments.
- Conduct investigations, analyze risks, and recommend corrective actions for non-conformance issues.
Project & Personnel Management
- Supervise Quality Assurance Specialists.
- Serve as the SME on Document Control, ensuring proper management, storage, and accessibility of critical project documentation.
- Participate in project meetings with clients, project teams, and subcontractors regarding QA-related scope, schedule, and cost.
- Provide guidance and supervision to lower-level QA Engineers and QC Inspectors.
- Support Project Managers in implementing quality-focused project execution.
Risk Mitigation & Continuous Improvement
- Identify, evaluate, and mitigate quality-related risks across projects.
- Recommend improvements to QA/QC processes, documentation, and reporting systems.
- Work with Estimating & Preconstruction teams to integrate quality controls into project planning.
- Provide recommendations concerning the disposition of defective materials.
Qualifications & Experience
Minimum Requirements:
- Bachelor’s degree in Engineering, Construction Management, or a related field (or equivalent experience).
- 5 years of experience in Quality Assurance within the construction industry.
- Knowledge of NQA-1, ISO 9001, and federal/state QA regulations.
- Experience conducting audits, inspections, and corrective action processes.
- Strong communication, analytical, and problem-solving skills.
Preferred Qualifications:
- Certified Quality Manager (CQM) or ASQ Certification (CQE, CQA, CMQ/OE).
- Experience with commercial construction QA/QC programs.
- Familiarity with Autodesk Construction Cloud or other digital QA tools.
Additional Requirements
- Candidates must be legally authorized to work in the United States without sponsorship.
- Must be a U.S. Citizen and meet Hanford badging requirements (if applicable).
- Must pass a criminal background check and pre-employment drug screening (Safety Sensitive Position).
- Valid driver’s license with an insurable driving record.
Compensation
Salary Range: $120,000 - $160,000 annually (commensurate with experience).
Candidates are typically hired between the minimum and midpoint of the range based on qualifications and skills.
