General Responsibilities/Job Summary:
Provides strategic leadership, management and direction of human resource functions that ensure the best interest of the employees and are consistent with Elizabethtown Area School District’s goals, mission and vision. Responsible for the design, development, maintenance and implementation of all human resources policies, programs and procedures to include employee and union relations, employee benefits administration, compensation (exclusive of payroll processing), organizational development, affirmative action, recruitment, selection, training and retainment of employees, risk management, management of all personnel records, certifications, and employee wellness. Ensures district compliance with Board policy, School Code, and state and federal laws and regulations.
Essential Functions/Duties:
- District champion of the Pennsylvania Department of Education Certification Staffing Policies and Guidelines and other current licensure or similar information for non-certified positions with special qualifications requirements to ensure applicants are qualified for the positions they seek.
- Maintains a strong working knowledge and ensures compliance with all Human Resources-related activities as required by federal and state law.
- Responsible for all aspects of the recruiting, on-boarding and retaining processes of employees to ensure the highest quality talent for all positions.
- Develops and maintains human resource policies, practices, and procedures to ensure the uniform and fair treatment of employees while ensuring compliance with federal, state and local school laws and regulations, mandated programs, district school board policies, administrative regulations and applicable collective bargaining and contract agreements.
- Recommends personnel-related changes to district policies or administrative regulations.
- Coordinates the preparation, maintenance, and distribution of employee handbooks consistent with law, district compensation and benefits plans, collective bargaining agreements, administrator contracts, and Board policy.
- Coordinates the district wide performance management system ensuring compliance with timelines and evaluation instruments aligned with the District’s vision and Pennsylvania Department of Education requirements.
- Develops and maintains a strong working relationship with the Elizabethtown Area Education Association (EAEA).
- Consults and partners with administrators on employee relations including: recognitions, investigations, grievances, employee discipline, complaints and employee conduct concerns. When addressing personnel issues, consult legal counsel when appropriate to the circumstances.
- In coordination with the Chief Financial & Operations Officer, develops and maintains the District’s compensation plan, providing for regular review and evaluation of the effectiveness of the plan in attracting and retaining a high quality team.
- In partnership with the Chief Financial & Operations Officer and the benefits consultant, develops and administers a fair and equitable health and welfare benefits plan that aligns with all federal, state and local statutes.
- In coordination with the Superintendent and Chief Financial & Operations Officer, participate in contract negotiations as requested.
- Directs and supervises all aspects of compensation and payroll processing, benefits administration including health, prescription, dental, life insurance, long term disability, worker’s compensation, unemployment, tuition reimbursement, and employee assistance.
- Administers an efficient, secure and legally compliant system to maintain employee records and confidential files, in both physical and electronic formats in accordance with the District’s record retention policy.
- Establishes and maintains a system for updating and organizing all personnel records including evaluations, certification, tenure, and transfers, credits earned, including Act 45 and Act 48 credit, leaves, resignations and retirements.
- Prepares items relating to personnel matters for the Board agenda with support documentation as necessary.
- Prepares reports and surveys concerning salaries, benefits, certification as requested or required by the Superintendent, the Pennsylvania Department of Education and federal and state agencies.
- Oversees daily staffing needs, including the management of the contract and relationship with the District’s substitute service provider.
- Coordinates District’s workplace safety program.
- Supervise personnel assigned to the Human Resources department
- Recommends and implements departmental budget.
- Serves as the District’s Title IX Officer; Affirmative Action Officer; Equal Access Officer
- Other duties as assigned

Minimum Qualifications:
Education and Training: Bachelor's Degree in Human Resources, Business Administration, or related field; Master’s degree preferred, but not required
Experience: At least five years of Human Resources management; work experience in a public school setting is preferred, but not required
Required Certification/Licenses: SHRM certification preferred
Travel Requirements: Within the District; other locations for training and meetings
Physical and Mental Job Requirements:
- Typically sits for sustained periods of time at a desk and/or computer
- Typically requires close visual acuity involved with preparing and analyzing data, viewing a computer screen and extensive reading
- Physically active, standing and walking for extended periods of time
- Occasional bending, crouching, stooping, twisting, reaching and grasping
- Some lifting, up to 25 pounds
- Manual dexterity and repetitive movement of fingers and hands for keyboarding

Terms of Employment:
- Twelve month, 260 days, Full-Time Position
- Salary and fringe benefits as approved by the Board of School Directors or in accordance with the Act 93 Agreement.
