- Under the direction of the Director of Special Services, implement the department’s vision aligned to the District’s strategic plan for special education, 504 and health services.
- Identify opportunities for growth and development of specialized programs, including curriculum and instruction, staffing and resource allocation, and facilities.
- Assist the Director in planning, coordinating, implementing and supervising a full continuum of quality special education programs within the policies, philosophy and goals of the District during the regular school year and extended school year (ESY).
- In partnership with building administrators, provide instructional leadership in best practices related to assessment and evaluation, specialized instruction, intervention, parent communication, team-building, curriculum modification, interagency collaboration and related technical skills.
- In partnership with building administration, supervise and evaluate teachers using district identified processes and procedures.
- Provide leadership and facilitate collaboration with related services providers and low incidence staff members.
- Communicate and coordinate with the Director in budget development and management.
- In partnership with building administrators, recruit and hire of staff including paraprofessionals, teachers and related service providers.
- Recruit and hire staff for educational services at home, non-public and public school and community locations during both the regular school year and extended school year (ESY).
- Project future needs and participate in planning activities related to school district enrollment, making recommendations for staff, facilities, interagency agreements, and staffing to meet ever-changing needs during regular and extended school years.
- Coordinate processes, team planning and requests for specialized transportation in a cooperative effort with the district transportation department and service providers.
- Train and coordinate with related services providers to complete Third Party Billing and review practices, strengthen systems and create guidance and training tools.
- Communicate and coordinate with the Director and building administrators on individual student and personnel issues.
- Serve as liaison to special education students served in settings outside of ISD 728.
- Coordinate with the technology department regarding special education instructional software.
- Lead data discussion and work related to student progress, service delivery, and curriculum/courses.
- Foster relationships with parents in describing available District programs, developing creative plans and assuring due process protections and procedural safeguards under IDEA and Minnesota Statutes.
- Participate in data processing and information management activities related to required state and federal child count reporting, MARSS, SEDRA, Uniform Tuition Billing, membership and attendance, STAR reporting, COSF and early childhood referral data.
- Oversee implementation of Special Education web-based IEP systems for maintenance of special education due-process records.
- Remain up to date with trends and developments in instruction, policy, and other legal educational issues to ensure compliance with all applicable federal and state laws.
- Respond to IDEA/MDE/OCR complaints as needed.
- Ensure teachers have access to evidenced based curriculum materials.
- Plan and deliver quality staff development for licensed and unlicensed staff.
- Participate in statewide and regional planning and informational meetings for Special Education.
- Master degree in Special Education
- MN Teaching Licensure in Special Education or ability to obtain licensure and MN Director of Special Education or ability to obtain licensure
- Major field of study or degree emphasis in Special Education or Related Fields
- Experience with special education, Section 504, and health services.
- Highly-developed and effective leadership and team management skills, including problem solving and
- conflict resolution abilities.
- Excellent interpersonal abilities and communication skills, including writing, speaking, and listening.
- Ability to work with parents, community groups and diverse local, regional, and state agencies.
- Understanding of evidence-based instructional practices and curriculum resource needs in special education.
