SUMMAY OF JOB PURPOSE
Under limited supervision, manages the day-to-day operations of the Great Basin Children’s Child Advocacy Center (GBCAC) and its many programs and multi-agency participation; and performs related work as required.
The Program Manager must have a professional demeanor, the ability to maintain and enforce confidentiality, and demonstrate proficiency with interpersonal skills while remaining calm. They must also be able to operate all communications and computerized equipment.
GBCAC provides services throughout Northeastern Nevada, including Elko, White Pine, Lander, and Eureka Counties (approximately 35,799 square miles). The Program Manager may travel to perform duties for victims and families, in addition to criminal justice system obligations which may occur in outside jurisdictions. Given the nature of the services performed at the GBCAC, non-traditional work hours are to be expected, including, but not limited to, on-call hours. Coordination for coverage with other GBCAC staff is expected to ensure that services are available when necessary.
The incumbent must be bondable and pass a background check with the State of Nevada Department of Public Safety. Employees of the District Attorney’s Office are mandatory reporters per NRS 432B.220.
ESSENTIAL FUNCTIONS
An employee in this position may be called upon to do any of the following essential duties:
A bachelor’s degree from an accredited college or university in criminal justice, social work, organizational management, public administration, business management or a related field AND two
years of full-time experience in program administration which included one year of full-time supervisory
experience; OR an equivalent combination of education and experience. Prior experience working
at a CAC or in close collaboration with a CAC is highly preferred.
Certifications:
Must maintain a valid Nevada driver’s license. A successful applicant will be required to pass a thorough background check before employment.
NOTE: GBCAC is largely funded from external sources, including federal and state grants, and funds
from partner counties. As such, please be mindful that continuation of this position is

ESSENTIAL FUNCTIONS
An employee in this position may be called upon to do any of the following essential duties:
- Manage the program operations through development and implementation of new innovative programs, establishment of new partnerships, and enforcement and evaluation of the policies related to the GBCAC.
- Evaluate existing and potential services offered to clients of the GBCAC, identify client needs and evaluate programs for expansion or changes and work with the District Attorney’s Office leadership to improve programs and develop effective and efficient new programs.
- Supervise assigned staff, which includes staff selection, assigning, scheduling, and reviewing work, providing training in proper work methods and procedures, performance evaluation, coaching and mentoring, and implementing discipline and conflict resolution procedures when necessary.
- Develop community outreach on behalf of the GBCAC and its services with partner agencies, community leaders and government officials within the county and surrounding areas; serve as liaison with other government agencies, victim-related organizations and community activists regarding victim services.
- Draft contractor agreements, grants and budgets including projected budget needs for operations; develop and manage the GBCAC budget and fiscal controls, including justification for budget increases, monitoring revenues and expenditures and preparing financial and operational reports.
- Submit all GBCAC claims, invoicing for reimbursement, treasurer’s receipts, and work with the finance department to ensure timely completion of GBCAC financial obligations.
- Make travel arrangements for GBCAC staff.
- Collaborate with the financial department to maintain, develop, and/or implement revenue and expenditure controls.
- Make effective presentations before committees, boards, commissions and other groups.
- Seek and obtain additional and/or alternative funding sources.
- Coordinate with GBCAC staff, partners and/or other Elko County Departments in the application, implementation, and management of GBCAC grants, including, but not limited to, all reporting requirements.
- Develop forward-looking, predictive models to provide insight into the agency’s overall strategy and plan.
- Maintain awareness of current trends and best practices in the field of Child Advocacy Centers and multi- disciplinary teams (MDT).
- Oversee program data and prepare reports, performance measures and program information for a variety of reports internally and externally.
- Review and evaluate work methods and procedures and recommend/implement changes in work processes and workflow to ensure efficient operations and compliance with policies and standards.
- Serve as primary resource for information on GBCAC activities and interpretation of policies, procedures and functions of the GBCAC.
- Uphold the National Children’s Alliance accreditation standards and ensure readiness for site visits and audits.
- Resolve issues and complaints from clients regarding service received by investigating the facts and circumstances of the complaint and taking appropriate action.
- Ensure assigned personnel follow proper emergency procedures and perform their duties and responsibilities in a safe and prudent manner to prevent them or others from being exposed to unnecessary harm or risk of on-the-job injury.
- Other duties as assigned by the District Attorney.

- Familiarity with National Children’s Alliance (NCA) Standards for Accreditation for Multidisciplinary Team (MDT), case review, and leadership criteria.
- The roles, required education, and/or certification required for members of the MDT.
- Knowledge of child abuse dynamics, child protective and law enforcement investigation procedures, and the legally required reporting mandates for professionals.
- Working knowledge of legal, social service, medical and mental health systems responsible for protecting children.
- Working knowledge of modern office practices, procedures, and regulations.
- Working knowledge and correct usage of business English including spelling, grammar, punctuation, vocabulary, and formats.
- Working knowledge of business correspondence formats, record keeping, report preparation, filing methods and records management techniques.
- Working knowledge of personal computer hardware and software including case management software programs, word processing, spreadsheets, and databases for the purposes of creating, editing, and distributing information.
- Orchestrate the wide array of GBCAC services to benefit a multitude of recipients and cases effectively and potentially simultaneously.
- Functional aptitude for typing, 10-key, MS Office (i.e., Word/Excel/Power Point), virtual meetings, organization, data entry, phones, faxes, network printers and capacity to learn additional acquired software and hardware as needed.
