What are the responsibilities and job description for the GIS Technician position at Elko County?
SUMMARY OF JOB PURPOSE
The GIS Technician is responsible for updating and manipulating the Geographic Information System (GIS) and maintaining the assessor plat maps.
ESSENTIAL FUNCTIONS
An employee in this position may be called upon to do any or all of the following essential functions:
- Develop and implement new GIS technology.
- Designs and execute processing tasks such as Model Builder in order to streamline GIS automation
- Identifies GIS needs and applications for a variety of County departments.
- Creates new maps as well as maintains existing maps. Prepares cartographic products for presentations.
- Prepares hard copy maps for various County departments on top of providing mapping support to said departments such as Planning and Zoning, Clerk’s and Recorder’s Office.
- Updates and builds databases. Supports and runs an array of backend programs for the Assessor’s Office such as imagery services and website connections.
- Provides data to internal and external entities on a number of varying projects.
- Works with Federal agencies such as the Census, BLM, BIA, and the USFS as well as Nevada State Agencies such as NDA, Demographer, and others.
- Assists the Clerk’s Office when district boundaries such as voting, tax, or commissioner districts change.
- Maintains GIS connections with incorporated entities in the County as well as Planning and Zoning to ensure that road centerlines and address points are up to date.
- Presents to E911 Boards to include maintaining and delivering NG911 data to appropriate parties such as address points and street centerlines.
- Updates Assessor Parcel Fabric with the most recent recorded maps, deeds, dedications, annexations, etc.
- Maintains Elko County Parcel Viewer data as well as updating the Parcel Viewer Basemap.
- Assists the public with general mapping inquiries.
- High school diploma or equivalent
- Bachelor’s degree in Geography, GIS, or equivalent preferred
- 2-4 years’ experience in a related field working with ESRI products such as ArcPro, AGOL, and related items
- Must maintain a valid Nevada driver's license
- Must maintain any required approvals and designations as required
An employee in this position must have the following knowledge, skills, and abilities upon application:
Knowledge
- Knowledge of the principles and practices of GIS, cartography and land record management.
- Knowledge of COGO tools to include Traverse and Parcel Fabric.
- Basic Knowledge of Surveying principles and ability to read and interpret survey maps.
- Working knowledge of modern office practices, procedures and regulations.
- Microsoft office and other related products in order to maintain GIS and personal record keeping.
- Working knowledge and correct usage of business English including spelling, grammar, punctuation, etc.
- Working knowledge of personal computer hardware and software to include word processing, spreadsheets and various databases for gathering and distributing information.
- Thorough knowledge of all applicable federal and state laws and regulations, county ordinances and regulations, department rules and regulations and relevant court rulings.

- Work is performed in an office setting.
- Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
- While performing the duties of this job, the employee is frequently required to talk or hear, sit, use hands to finger, handle, feel or operate objects or controls, and reach with hands and arms. The employee is occasionally required to stand or walk.
- The employee must occasionally lift and move up to 15 pounds.
- Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
- The noise level in the work environment is usually quiet.
- Tools and equipment used include a personal computer, printer, scanner, telephone, calculator, 10-key adding machine, copy machine, fax machine, postage machine, and other associated office equipment, and manual drafting tools.
- Incumbent will be required to travel in a passenger vehicle.
