The Financial Administrator is responsible for the administration and control of all ECCAC financial records, grant management, and operations. The Financial Administrator is responsible for preparing Requests for Reimbursements, ensuring grant accounting is accurate, and supporting documents are saved each month. The Financial Administrator will report to the Executive Director information on grant spending, assist with grant reporting, and financial monitoring. The Financial Administrator assists the Executive Director with human resource duties such as enrollment and termination activities and payroll. The Financial Administrator ensures the agency follows GAAP and ECCAC Financial Management Policies and Procedures and makes recommendations to the Executive Director of needed changes or updates to the policies. The Financial Administrator supervises the accounting clerk duties of the Executive Administrative Assistant.
Responsibilities and Duties
- Compile, organize and distribute files/records for annual independent and single audit (if required).
- Works with the Executive Director to produce the annual report for the community.
- Approves and Reports the organization’s financial documents to the Executive Director and Board Treasurer monthly. Also known as the monthly Treasurer’s Packet.
- Oversees the preparation and submission of all required federal and state tax reports applicable to CAC operations (941’s, Texas Workforce Commission filings, W2/W3, and 1099/1096, etc.).
- Maintain Chart of Accounts in QuickBooks.
- Manages assets through facilitation of resolution of IT, telecommunication, and vendor issues. Reviews and negotiates vendor contracts and service agreements.
- Maintain and order inventory of equipment and furnishings.
- Prepare and monitor annual organizational budget including individual annual budgets for federal, state, and local grants as needed.
- Compile financial reports for federal, state, and local grants as needed for submission.
- Prepare and submit requests for grant reimbursements in accordance with grant funding requirements and conditions.
- Prepare and submit statistical reporting in accordance with grant funding requirements and conditions.
- Research, prepare, and submit grants for federal, state, and local grant funding opportunities in coordination with the Executive Director.
- Process new and terminating employee benefits (i.e. Health Insurance, Dental/Vision, STD/LTD/Life, IRA)
- Assist the Executive Director in developing operation and financial policies and procedures. Ensures policy is aligned with current practices.
- Work collaboratively with department supervisors/Directors and other staff members to ensure that time is being consistently and correctly entered in the timesheet system.
- Assist in recommending improvements in data collection and reporting methods.
- Attend all required training for award recipients, fund management system, finance, and other relevant trainings. Attend required trainings for all ECCAC staff including cyber security training, DEI, and recognizing and reporting child abuse.
- Must attend scheduled leadership team meetings.
- Perform all other duties as requested by the Executive Director.
Qualifications and Skills
- Bachelor’s degree required, master’s degree in accounting, business or another related field preferred.
- Extensive computer competency required including Microsoft Office applications (Word, Excel, Outlook, Teams, PowerBi etc.).
- Government and foundation grant knowledge preferred.
- Strong team player with aptitude for training and teaching, quick study with an ability to rapidly achieve organizational integration, easily assimilate job requirements, and aggressively employ new methodologies.
- Creative, resourceful, detail oriented, flexible, positive attitude, tactful, good judgement.
- Accuracy and confidentiality.
