Key Responsibilities:
- Project Oversight:
- Lead the program to enhance and maintain the CBP Translate application across iOS, Android, and web platforms.
- Track, report, and ensure the completion of key milestones, accomplishments, and deployments.
- Manage project schedule updates, including the status of ongoing tasks, remediation plans, and external support requests.
- Track sprint progress, report burn-down charts, velocity, blockers, and risks, while implementing effective risk mitigation strategies.
- Documentation and Reporting:
- Develop and maintain comprehensive project documentation such as standard operating procedures, requirements traceability matrices, lessons learned, and issue logs.
- Create and update system architecture, interface diagrams, and system lifecycle documentation.
- Maintain and update API documentation for both developers and integrated systems.
- Prepare executive-level reports, presentations, and talking points for leadership, ensuring strategic communication.
- Maintain an organized document repository to ensure easy access to the most up-to-date documentation.
- Collaboration and Communication:
- Ensure effective communication and coordination among stakeholders, including leadership, developers, and external teams.
- Collaborate with development teams on sprint updates, production issues, and user impact metrics.
- Oversee the release and patch management process, ensuring compliance with deployment standards and detailed documentation.
- Technology Management:
- Manage the CBP Translate application’s technical stack, including frameworks such as Angular, Spring Boot, Flutter, and Kubernetes.
- Collaborate with development teams using languages such as Dart, Java, JavaScript/TypeScript, Swift, Groovy, SQL, and HTML/CSS.
- Ensure successful integration and optimal performance of the application across mobile and web platforms.
- Risk and Issue Management:
- Identify and mitigate blockers, challenges, and production bugs impacting the CBP Translate application.
- Lead efforts to resolve outages or user impacts, ensuring timely communication of mitigation strategies and updates.
Qualifications:
- Experience:
- 5 years of proven experience as a Program Manager or Project Manager in a technology-driven environment, preferably within the federal government.
- Demonstrated experience overseeing software development and maintenance, managing cross-functional teams, and delivering complex technology solutions.
- Experience with mobile application development (iOS and Android) and web-based platforms (Windows, macOS).
- Security Clearance:
- U.S. Citizenship with the ability to obtain and maintain DHS clearance (Active CBP Clearance preferred).
- Skills and Abilities:
- Strong organizational and leadership skills, with a proven ability to manage multiple tasks in a fast-paced environment.
- Excellent communication skills, both written and verbal, to engage with leadership, technical teams, and stakeholders at all levels.
- Solid problem-solving and risk management experience.
- Ability to work effectively under pressure and adapt to changing project needs.
- Technical Skills:
- Proficiency with project management tools and methodologies (Agile, Scrum, etc.).
- Experience with the following technology stacks:
- Frameworks/Software Stacks: Angular, Spring Boot, Flutter, Kubernetes
- Languages: Dart, Java, JavaScript/TypeScript, Swift, Groovy, SQL, HTML/CSS
- Tools: Firebase, Gradle
