Job Summary
The Hawkins Program Grant Project Director provides leadership, oversight and coordination of a U.S. Department of Education (USDE) funded five-year grant (2024-2029) to increase the number of well-prepared bilingual education teachers by focusing on improving the preparation, recruitment, retention, and placement of such teachers in collaboration with neighboring Hispanic Serving School Districts (HSSD). The project director will manage and coordinate all activity development and implementation, monitor objectives, manage evaluation, and ensure compliance and federally regulated reporting.

Project plans include:
  1. serving three cohorts of 160 plus high school students total from 3 neighboring HSSDs in dual credit programming;
  2. providing evidence-based supports and practices for 450-500 preservice candidates in Elementary, Early Childhood, Special Education and Secondary Programs through an affinity group for candidates of color, stipends for candidates seeking a Bilingual endorsement, and micro-credential workshops for bilingual preservice candidates; and
  3. creating a dual language teacher network that pairs preservice bilingual candidates with practicing dual language in-service teachers through quarterly reflective practitioner sessions that provide mentoring and coaching and a summer dual language academy.
This position requires attention to detail and the ability to handle prioritize workloads, read and interpret departmental policies, procedures and instructions, and follow instructions from leadership. Effective, cooperative relationships must exist with supervisors, administration, faculty, support staff, and constituents from the community. Functioning in this role is related to university goals and mission attainment.
Salary Range $63,000 - $68,000. This is the expected salary range for this position. The actual salary offered will depend on a candidate's experience and education, and departmental budget.
Essential Functions
  • Oversees implementation of the Hawkins grant and collaborates with other school districts and university departments to fulfill the goals of the grant. This position monitors the management of project components, including the budget, goals, assessment, and deliverables.
  • Provides timely and accurate information to the Hawkins Grant Principal Investigator (PI) and all constituencies of the University to support critical decision-making regarding project implementation and assists in the development of plans for the institutionalization of new practices and improvements as part of regular university programs.
  • Ensures the maintenance of required records and documentation for the project, the timely submission of all progress reports to USDE and the proper use of project funds, and maintains open, effective communication with the Hawkins Grant PI, Chair of the Education Department, USDE Project Officer, and the Hawkins Grant Project evaluators.
  • Establishes and maintains effective communication channels and procedures to ensure operation of the project remains congruent with its goals and in compliance with USDE rules and federal law.
  • Acts as a liaison between the project and university administration, faculty, and staff, and represents and communicates the project's message and successes to stakeholders.
  • Maintains an understanding of current trends and practices in bilingual education and teacher preparation.
  • Communicates with the various stakeholders to help monitor the impact of the grant.
  • Develops and maintains a project manual to accommodate specific requirements of Hawkins Program, such as policies, procedures, staff responsibilities, timelines, and reports.
  • Recommends all expenditures and maintains general oversight of the grant's budget and appropriate utilization of funds.
  • Oversees preparation and monitoring of fiscal reports relating to the project.
  • Prepares and submits an annual report to the USDE.


Other Duties and Responsibilities
  • Performs all other duties as assigned.
Minimum Qualifications
  • Master's degree.
  • Minimum of three (3) years of administrative work experience at the university and/or K-12 level.
  • Budget management experience.
Preferred Qualifications
  • Bilingual, fluent in Spanish.
  • Quantitative skill and budget management.
  • Prior administrative experience with grant-funded projects, preferably federal grants experience at a public or private university or non-profit organization.
  • Strong interpersonal skills and demonstrated sensitivity to the diverse academic, socio- economic, cultural, ethnic, and disability backgrounds of the student populations in the Elmhurst University service area and surrounding areas.
  • Demonstrated ability to manage large projects, build effective teams, analyze data, write proficiently, and conduct project evaluations.
  • Ability to facilitate collaborative work across university divisions and departments and with the Hawkins Grant Project's outside evaluators and other divisions in the USDE.
Working Conditions/Physical Requirements
Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly to lift, carry, push, pull or otherwise move objects.
Work Hours
  • Occasional evening and weekend obligations.
  • Travel to local high schools.
