Facility Security Officer
Job Title: Facility Security Officer

This is a full-time, remote position.
The Facility Security Officer (FSO) manages, administers, and coordinates the Federal government, Department of Defense (DoD), or other industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. The FSO will process and review personnel security clearances and maintain all security documentation, files, clearance, and suitability rosters in accordance with government requirements. The FSO will have an understanding of and experience with Director of Central Intelligence Directives (DCIDs), the National Industrial Security Program Operating Manual (NISPOM), Diplomatic Security Service (DSS) requirements, and general security requirements for Federal agencies and the DoD.
Primary responsibilities will include, but not be limited to:
- Dual reporting responsibility to the Chief Executive Officer (CEO) and Executive Vice President (VP) - the ability to work independently and collaboratively with EMKS owners and senior executives
- Process and maintain EMKS Facility Security Clearance (FCL).
- Process security clearances and briefings for new hires, terminations, and other employees as required by contracts
- Investigate and report security violations and incidents.
- Manage and process personnel security suitability and clearances to include coordinating initial clearance submissions, briefings, and periodic reinvestigations
- Develop, manage and provide annual refresher training, guidance, and instruction to complete security paperwork, collect fingerprints, and provide clearance status.
- Develop and maintain a "Classified Document Inventory and Control Program," all classified holdings and transmittals, security plans and procedures, security Standard Operating Procedures (SOPs), FCL documentation, files, references, etc., in accordance with NISPOM and DSS requirements.
- Provide security support to EMKS staff and employees as necessary.
- Maintain a working relationship with DSS or other Federal Agencies and EMKS partnership's/contract's security office.
- Supervise daily security activities and enforce government and company security policies.
- Perform access control responsibilities, including managing badges, access cards, and visit requests, as required.
Qualifications:
- Knowledge of the government security and information assurance processes.
- Demonstrated ability to in-process and maintain security records for 300 employees and Independent Contractors.
- Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines
- Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII).
- Experience with Joint Personnel Adjudication System (JPAS), National Industrial Security System (NISS), and electronic Questionnaires for Investigations Processing (e-QIP).
- Proficient in MS Office Suite.
- Completion of FSO Program Management for Possessing (Preferred) Facilities or completion within twelve months from start date.
Minimum Requirements:
- Must be a US Citizen, cleared to work within a cleared facility
- Must be eligible for or possess an active DoD Top Security Clearance.
- Excellent interpersonal, verbal, and written communication skills
- BS/BA Degree required.
- FSO Certification.
- Minimum of 6 years experience in the security field.
- 3 years of experience as AFSO or FSO.
- 7 years of government contracting experience.
Clearance:
Top Secret Clearance is desired. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
