Job Title: Stationary Engineer II (NARA II) – “Tour Engineer”

Job Summary: EMCOR Government Services has an immediate need for a Stationary Engineer II) “Tour Engineer” in College Park, MD.  The Stationary Engineer II is responsible for tour inspections and the safe operation of chilled water/steam plant and systems and a primary point of contact for facility operations during shifts outside of normal working hours.  EMCOR is responsible for 24 / 7 / 365 operations, maintenance, tour, and watch standing requirements. This position is covered by the CBA for Local 99.

Performs duties associated with the inspection, operation, maintenance, and repair of refrigeration and air-conditioning and heating equipment.  Personnel in this position perform work under the supervision and guidance of the Chief Operating Engineer, who assigns, reviews, and inspects the work performed, and provides technical advice and assistance in the performance of all other assigned duties. 

Under the technical guidance of Chief Operating Engineer(s) and management, the person in this position operates mechanical/electrical equipment and machinery on an assigned watch, tours the building and operating machinery, completes repairs, or performs Preventive Maintenance functions.

Duties and Responsibilities include the following. Other duties may be assigned.

  • Directly reports to NARA II Assistant Chief Operating Engineer and can also take direction from Sr. Chief Operating Engineer/Chief Operating Engineer/Lead Operating Engineer and/or NARA II Operations Manager, as required.
  • “Tours” the facilities on a regular schedule, completing inspections and checks in accordance with tour checklists, maintenance plans, service calls, etc.
  • Performing adjustments and minor repairs to mechanical and electrical equipment and component parts of heating and air-conditioning systems and auxiliary support equipment while on watch or tour. 
  • Performing physical inspections of equipment, and test equipment for correct operation of all components of the refrigeration cycle and other relevant factors, contributing to the proper and efficient operation of HVAC systems. 
  • Answering occupants’ complaints relating to heating and air-conditioning temperature and humidity factors, when performing "service calls" in occupied office spaces and making other required adjustments to equipment. 
  • Ensuring proper and efficient performance of operating equipment during an assigned tour; conducting physical inspections of equipment and performing such tasks as oiling and greasing, testing for refrigerant leaks, water treatment, proper functioning of controls, etc.
  • Determining when auxiliary system components need to be brought "on-line" to maximize equipment load balance and to maintain acceptable indoor environmental conditions. 
  • Observing and testing this equipment for correct operation of all components of the refrigeration cycle and other relevant factors contributing to the proper and efficient operation of the heating and air-conditioning systems. 
  • Performing repairs to ventilating, refrigeration, and heating equipment and components, while under the supervision and technical guidance of a higher-grade operating engineer/Chief or manager.
  • Checking steam pressure reducing stations, vacuum pumps and sump pumps.
  • Maintains major equipment in the central plant, chillers, cooling towers, boilers, and associated equipment.
  • Operate chillers, boilers, and auxiliary equipment under the direction of the Lead/Stationary Engineer I.
  • Read gauges, meters, and charts to track boiler operations. Demonstrates and articulates/reports the meaning of the readings.
  • Monitors boiler water, chemical, and fuel levels, and make adjustments to maintain required levels.
  • Tests boiler water quality or arrange for testing and take necessary corrective action, such as adding chemicals to prevent corrosion and harmful deposits.
  • Operate or tend stationary engines, boilers, and auxiliary equipment such as pumps, compressors, and air-conditioning equipment, to supply and maintain steam or heat for buildings, or pneumatic tools.
  • Switch from automatic to manual controls and isolate equipment mechanically and electrically to allow for safe inspection and repair work.
  • Perform or arrange for repairs, such as complete overhauls, replacement of defective valves, gaskets, or bearings, or fabrication of new parts. Contact equipment manufacturers or appropriate specialists when necessary to resolve equipment problems.
  • Inspect equipment to ensure that it is operating efficiently.
  • Check safety devices routinely.
  • Record data and keep logs of operation, maintenance, and safety activity.
  • Coordinates work with Local 99 lead operating engineers and other trades or other shops/unions/subcontractors to facilitate safe and effective maintenance and repairs.
  • Performs asset/equipment inspections, recommends improvements per industry standards, assists with development of project estimates for IDIQ work.
  • Be available and flexible to respond on-site for 24/7/365 critical operations.
  • Follows procedures/checklists, trains, and enforces standards, as required.
  • Proposes operational changes to improve efficient use of the facilities equipment.
  • All other duties as assigned.

Qualifications:

  • Required – (Minimum) Valid Maryland 3rd Class Steam Engineer License, a valid DC 3rd may be considered.
  • Preferred - Valid Maryland 1st Class Steam Engineer License
  • Required – CFC Universal License
  • Knowledge of fire regulations and regulatory agencies (i.e., EPA, OSHA, NEC, NFPA).
  • Prior experience as a watch stander at a central plant of similar size and complexity.
  • Be proficient and knowledgeable in HVAC systems
  • Be able to perform preventive maintenance on all operational and mechanical equipment.
  • Be knowledgeable of operating related electrical equipment and machinery.
  • Demonstrate the ability to read and understand blueprints, schematics, and specifications.
  • Be able to demonstrate practical knowledge of Chiller/Boiler Plant Operations.
  • Be able to demonstrate practical knowledge of Building Automated Controls
  • Must be flexible and willing to work shift work.

  • Heavy physical effort (lift/carry up to 50 lbs / push up to 100 lbs)
  • Prolonged, extensive, or considerable standing/walking.
  • Push/pull or move/lift equipment, supplies.
  • Manual dexterity and mobility.
  • Considerable reaching, stooping, bending, kneeling, and crouching.
