What are the responsibilities and job description for the Payroll Specialist position at Emerald Coast Utilities Authority?
Responsible for all record keeping, accounting, personnel records, and benefit plans associated with processing payroll. Must stay abreast of all payroll related legislative changes to conform and ensure compliance with federal, state and local requirements and reports. Performs a variety of payroll and personnel processing related duties requiring the exercise of independent judgment. Maintains a high level of confidentiality to comply with required payroll reporting procedures.
ESSENTIAL FUNCTIONS:
Establishes, updates, and maintains payroll/personnel data including earnings and deductions records. Processes all employee salary changes and related benefits. Validates and corrects payroll document processing. Maintains security of payroll records and master time card input controls.
Processes payroll checks and related documents. Verifies time cards or electronic records for accuracy and computes wages, special pay and overtime payments. Provides assistance to supervisors, employees and timekeepers for electronic timekeeping systems.
Verifies records of employees' vacations, holidays, sick days, and leaves of absence, and reconciles with departmental records.
Reconciles payroll liability accounts in general ledger. Prepares and balances payroll deductions.
Reconciles payroll deductions pertaining to employee benefits and provide data for vendor checks and remittance reports for benefit carriers.
Reconciles, prepares and distributes monthly, quarterly and annually required employee wage information to Internal Revenue Service, Federal and State agencies and employees.
Corresponds and maintains related files for loan verifications, insurance claims, and other outside requests.
Provides training on payroll policies and practices for new supervisors and employees as needed.
Resolve payroll discrepancies and answering employee inquiries.
All other duties as assigned.
High school diploma or equivalent. One (1) year of college can be substituted for each year of experience lacking
Three (3) years of payroll or closely related payroll experience.
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Possession of or ability to obtain a valid Driver License upon offer of employment.
The job requires moderate physical effort and involves frequently viewing a computer screen. Work does not require standing and/or walking for long periods. Lifting, pulling, and/or pushing of items (seldom in excess of 40 pounds) is infrequent.
Employee works in a normal office environment with no unpleasant, disagreeable, or hazardous conditions.

Knowledge of:
Knowledge of federal and state employment laws, regulations, and requirements.
Knowledge of payroll procedures, tax reporting, employee benefits taxation, employment law, and regulatory changes. Strong math and accounting skills for computation and analysis of payroll reports. Ability to prioritize workload in order to meet strict deadlines.
Knowledge of, and ability to implement the Board's Human Resources Policies, and other payroll-related policies and procedures..
Extensive interpersonal skills are required to exchange and interpret information, and respond to non-routine and/or technical questions and complaints. Interacts with co workers, supervisors, and the public in person and/or by phone. May be required to defuse difficult or adversarial situations.
Excellent organizational, and time management skills.
Knowledge of computers and ability to operate payroll, word processing, and spreadsheet software programs.
Must be self-motivated, detail oriented problem solver.
Must have excellent communication and interpersonal skills. Ability to meet payroll deadlines every two weeks.
