What are the responsibilities and job description for the Senior Facilities Maintenance Technician (HVAC) position at Emerald Coast Utilities Authority?
Locksmith: The Locksmith maintains the master key system for the Utility and installs and maintains locking devices and systems. Must have demonstrated proficiency and knowledge in the maintenance of the entire master key system for ECUA's facilities, plants and water wells. Responsible for the installation, maintenance, and repair of locking devices and systems including cylinder, tumbler, electronic magnetic, and push-button combination locks, panic exit devices, and electronic access control systems.
HVAC: This individual must have a strong working knowledge of CPC (Computer Process Controls), BCU (Building Control Units), and other high level HVAC-R (Heating, Ventilation, Air Conditioning and Refrigeration) equipment.
Completion of assigned work requires the employee to possess considerable knowledge of and the skills and ability in HVAC maintenance and preventative maintenance procedures. A good working knowledge of other mechanical and electrical trades and the techniques, methods and procedures involved with those trades. Reports to the Facilities Maintenance Manager and works with the Facilities Maintenance Department to provide support for the Utility's buildings, multiple facilities including plants and lift station HVAC systems. As a Senior Facilities Maintenance Technician, may be responsible for orienting, training, assigning and evaluating work assignments.
Receives work orders/requests and reviews to determine tool, equipment, time, man-power, parts and supplies requirements, and schedules its accomplishment.
Estimates cost and man-hour requirements.
Requisitions and/or purchases supplies and materials.
Maintains tools and equipment.
Inspects buildings, HVAC equipment and systems to identify needed repairs; tests machinery, equipment and parts for proper operations.
Performs skilled repair functions such as electrical and mechanical repairs, plumbing, painting, etc.
Performs general maintenance tasks necessary to maintain machinery, equipment and tools in operable condition (such as inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, changing filters, washing/cleaning equipment, cleaning work areas, etc.); monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Observes equipment or machinery while in operation to detect malfunctions.
Disassembles mechanical equipment, identifies faulty/worn parts, replaces, reassembles, and test.
Tests major subsystems or components to localize problem using specialized equipment.
Performs preventive maintenance on various mechanical systems and equipment.
Reads/interprets blueprints and construction drawings.
Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to requests for service.
Communicates with supervisor, employees, ECUA departments, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains inventory of department equipment, tools and supplies; initiates requests for new or replacement materials.
Operates a motor vehicle for use in conducting work activities.

Locksmith
Installs, repairs and maintains commercial lockable hardware for doors, automatic electric doors, lockers, cabinets, etc. Installs and/or modifies hardware for locks.
Makes/cuts new keys on key cut machines.
Designs and maintains master key system with direction from supervision.
Fills in for supervisor as required.
Performs various carpentry work such as the construction of cabinets, the erection of frame walls and floors, and the hanging of doors, etc.
Demonstrates sensitivity to and respect for a diverse customer base.
Maintains cooperative working relationships with other technicians, supervision and customers.
Responds to routine and emergency calls for repairs and service. Includes occasional after houors and weekend work.
Maintains appropriate service and repair records.
Operates a variety of equipment and machines, including key duplicating equipment, and various hand or power tools, including, but not limited to a drill press, lathe, grinder or code machine.
HVAC
LOCKSMITH
Completion of a recognized locksmith apprenticeship program; OR an equivalent combination of education and experience.
One year of experience performing a variety of mechanical maintenance work and four years of progressively responsible experience performing specialized maintenance work under the instruction/direction of a skilled/journey-level person.
Experience working with electrified mortise locks is preferred.
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Possession of a valid driver license.
Completion and certification of an accredited program by Associated Locksmiths of America (ALOA)
HVAC
As a disaster team member, the employee is required to be available to work before, during, and after any disaster as directed.
