Position Summary:
Emerald Technical Solutions has a contingent new contract opening for a Computer Engineer IV for the Cyber Engineering, Operations & Security Support contract for the Naval Information Warfare Center Atlantic (NIWC Atlantic) Expeditionary Enterprise Systems and Services (E2S2) Division.
The scope of this task order will include the architecture, engineering, functionality, interface and interoperability of cyber engineering, operations, and security support services, maintenance, and capabilities at the tactical, operational and strategic levels, to include all enabling technologies associated with the full system lifecycle support including research, development, test, evaluation, production and fielding of sustainable, secure, survivable, and interoperable command, control, communications, computers, combat systems, intelligence, surveillance, reconnaissance (C5ISR) information technology and weapon systems.
You’ll Bring These Qualifications:
Education: Master’s or Bachelor’s degree in Computer, Electrical or Electronics Engineering or Mathematics with field of concentration in computer science. Individual shall have relevant certifications: Professional Software Engineering Master (PSEM)/ Certified Software Development Professional (CSDP) or, a vendor/platform specific certification: Microsoft role-based certifications, Microsoft Certified Applicable s Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), CISCO Certified Design Professional (CCDP), Oracle Certified Professional (OCP), VMWare Certified Professional (VCP), Cloud certifications, etc.
Experience: Ten (10) years with Masters or 14 years with Bachelor’s degree of experience in computer design, software development, or computer networks.
Specific Experience: Five (5) years of technical experience in cyber engineering, network infrastructure, networking, server virtualization, object-oriented programming, software development, software configuration, software installation, or cloud transition, and cyber security. Individual shall have knowledge of industry and/or public service (e.g., federal, state, or local) Information Technology services commensurate with a leadership role.
Desired experience with Marine Corps Systems Command (MCSC) Information Technology (IT) systems and Marine Corps Enterprise Network (MCEN).

Additional Technical Experience:
- Programming Expertise – Proficiency in C, C , Python, Java, or other relevant languages for software development and system integration.
- System Architecture & Design – Strong knowledge of system design principles, including microservices architecture, distributed computing, and scalable software/hardware solutions.
- Hardware & Embedded Systems – Experience with design, microcontrollers, and embedded systems development.
- Cloud & Cybersecurity – Familiarity with cloud computing platforms (AWS, Azure, GCP) and best practices in cybersecurity, encryption, and secure coding.
- Networking & Protocols – Knowledge of TCP/IP, networking protocols, and communication interfaces.
- DevOps & Automation – Experience with CI/CD pipelines, Docker, Kubernetes, Jenkins, and infrastructure as code (IaC) tools like Terraform or Ansible.
- Agile & Leadership Skills – Ability to lead projects, mentor junior engineers, and work effectively in an Agile/Scrum environment.
- Problem-Solving & Debugging – Strong analytical and debugging skills using tools or system logs to diagnose and resolve issues.
- Compliance & Industry Standards – Understanding of industry standards like ISO, NIST, MIL-STD, or PCI-DSS

- Pay Range: The proposed salary range for this position is $130,000.00 - $155,000.00.
