II. Job Summary:
The Contract Compliance Specialist will audit and monitor MFIP and Diversionary Work Program case files to ensure that staff performance is in accordance with DCYF policy, county contract requirements and agency philosophies.
The Contract Compliance Specialist coordinates with the Program Manager and Senior Director to ensure teams are following federal guidelines, agency practices and protocols, and supports staff by developing best practices and providing ongoing training.

The Contract Compliance Specialist performs a wide range of duties including but not limited to the following:

Attend and participate in all program, site, and agency staff meetings.
Perform any other tasks and duties necessary in order for the agency to meet its mission.
Education and Experience
ECTC: Incumbent will have a private office/designated workspace in a typical office environment. The building is multiple floors and fully accessible and is smoke-free. Work may include regular local travel.. Working hours are generally Monday through Friday, 8 am-5:00 pm, but may include occasional evening and weekend hours. The noise level in the work environment is usually moderate, sometimes loud.

The Contract Compliance Specialist performs a wide range of duties including but not limited to the following:
Contract Compliance And Process Improvement
- Conduct file audits for assigned program to assure compliance with program, agency, and county policy.
- Produce monitoring reports and share findings with management team and staff and maintain accurate records of compliance activities, including audits, reports and findings.
- Monitor staff and program compliance in accordance with Federal TANF and state MFIP policy.
- Utilize data and implement processes to drive analysis and improve client service.
- Develop an intricate understanding of county MFIP policies and practices.
- Identify possible areas of improvement based on the needs of families, best practices and evidenced based approaches through a poverty and equity lens.
- Identify service gaps based on changing client demographics to inform future programming.
- Assist program staff in identifying best practices for service delivery and correcting case errors for performance improvement.
- Provide ongoing division training on data practice techniques that improve performance.
- Identify further staff training needs based on monitoring and auditing trends.

- Essential Job Function
Education and Experience
- Bachelor’s degree in Human Services or other relevant field or equivalent combination of post-secondary education and relevant work experience.
- One year experience in database management, WF1 or MAXIS preferred.
- Three to five years TANF/MFIP experience.
- Demonstrated skills in Microsoft Office 365, including Word, Excel, PowerPoint, and Outlook.
- Skilled in the use of database applications, WF1 and/or MAXIS preferred.
- Ability to work effectively in a mission-driven agency whose clients and staff reflect significant diversity with respect to race, ethnicity, gender, orientation, socio-economic status, nationality and religion.
- Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.

- In depth knowledge and understanding of TANF/MFIP requirements and regulations.
- Ability to travel within the metro area.
- Ability to work independently with limited supervision.
- Ability to identify and analyze problems; develop and carry out effective courses of actions.
- Ability to maintain client confidentiality.
- Ability to keep accurate and complete records and complete tasks by appropriate deadlines.
- Ability to travel between multiple agency locations.
