Job Purpose

The Finance Manager, reporting to the Project Manager, is responsible for managing the daily financial activities and functions of the organization and client projects. The role oversees financial planning, analysis, reporting, and reconciliation processes, ensuring all financial operations align with governmental rules and regulations. The Finance Manager drives financial strategy by forecasting and managing cash flow to meet the company’s objectives and standards to produce accurate, compliant, and valuable financial reports. 

 

This position plays a key role in supporting decision-making and ensuring financial stability through detailed analysis and actionable insights. The Finance Manager hires, leads, motivates, and develops the finance team, ensuring they have the necessary tools and resources to perform their duties effectively. The Finance Manager also fosters an engaged and high-performing team environment, enabling the organization to optimize revenue collection, manage operating costs, and support the overall growth and sustainability of the business. 

 

Responsibilities  

  • Budget Management: Oversees the budgeting process by collaborating with department managers to produce, review, and manage effective budgets that align with the company’s strategic goals.
  • Financial Advisory: Acts as a trusted advisor to senior management, providing insights and guidance on financial regulations, industry trends, and other factors that may impact the company’s financial position.
  • Payroll Oversight: Audits, balances, and reconciles payroll cycles, ensuring accuracy, compliance, and proper documentation of transactions.
  • Financial Reporting: Leads the creation of daily, monthly, quarterly, and annual financial reports, ensuring all financial information is accurately recorded and presented for management review.
  • Financial Statement Preparation: Ensures timely and accurate preparation of financial statements, reports, and budgets to provide transparency and accountability in the organization’s financial activities. 
  • Reconciliation & Transaction Management: Performs and reviews bank reconciliations, approves journal entries, and ensures proper recording and classification of all financial transactions.
  • Internal Controls & Compliance: Monitors and enforces compliance with internal controls, including adherence to Sarbanes-Oxley requirements, to safeguard company assets and mitigate financial risks.
  • Audit & Risk Management: Conducts regular audits to identify potential areas for improvement and risk mitigation, ensuring the company maintains a high standard of financial integrity.
  • Process Optimization: Collaborates with cross-functional teams to streamline financial processes, improve operational efficiency, and implement best practices across the finance function. 
  • Staff Development & Guidance: Provides leadership, training, and guidance to finance team members on accounting principles, company policies, and industry best practices to ensure team competence and engagement. 
  • Regulatory Compliance: Keeps abreast of changes in accounting regulations and industry standards to ensure the company’s financial practices remain current and compliant.
  • Transaction Review & Approval: Reviews and approves various financial transactions, including reconciliation journals, cash payment reports, exceptions/refunds, and bank transfers, ensuring adherence to SOPs and financial policies.
  • Standard Operating Procedure Adherence: Ensures that all team members follow established SOPs consistently, maintaining accuracy and efficiency in financial processes. 
  • Vendor & Contract Management: Oversees vendor and contract management from a financial perspective, ensuring agreements are financially sound, risks are mitigated, and costs are optimized.
  • Finance Input in Design & Delivery: Provides financial expertise during system design and delivery, leads finance-related Business Rules workshops, and supports system testing of financials and their integration into enterprise financial system.
  • Reconciliation & Payment Interface Compliance: Oversees and reconciles lockbox transactions, vendor accounts, and toll interoperability payments, ensuring all payment interfaces comply with state statutes and industry standards, while maintaining accurate financial records and alignment with internal controls.
  • Credit Card and Digital Payment Management: Oversees the collection, processing, and net funding of credit card and digital payments, ensuring accuracy and efficiency in financial operations.
  • Missing Payment Reporting: Produces and monitors missing payment reports, identifying discrepancies and ensuring prompt resolution.
  • Daily Payment Request Report: Generates a daily payment request report, detailing the breakdown of received payments and outgoing disbursements, to maintain financial transparency and control.
  • Financial Management of Toll Interoperability: Manges the financial aspect of toll interoperability agreements, including tracking of payments, ensuring accurate revenue allocation, and reconciling transactions across multiple tolling agencies to ensure compliance and financial transparency.
  • KPI and SLA Compliance: Adhere to established Key Performance Indicators and Service Level Agreements to ensure quality and efficiency standards are consistently met.
  • Additional Duties: Perform additional duties as assigned by leadership to support business objectives and departmental goals.

Educational Requirements

  • Master's degree in accounting preferred, bachelor's degree in accounting required. 

Experience Requirements

  • 7 years of professional experience demonstrated in finance, accounting or a related field, preferably in a high transaction, service-based or project-oriented industry such as tolling, utilities, infrastructure, or transportation. 
  • Deep understanding of Generally Accepted Accounting Principles (GAAP), IFRS (International Financial Reporting Standards), and financial compliance regulations.
  • Extensive experience with accounting software such as PeopleSoft, SAP, or other ERP systems. Familiarity with financial reporting tools and data visualization software is a plus.
  • Strong analytical abilities, capable of performing complex financial analyses precisely and providing actionable insights to guide decision-making. 
  • Proven ability to handle multiple priorities, meet tight deadlines, and perform well under pressure in a fast-paced environment.
  • Solid understanding of balance sheet reconciliation, accrual accounting, and financial statement preparation. 
  • Strong verbal and written communication abilities, able to convey complex financial concepts to non-financial stakeholders and collaborate effectively with cross-functional teams.
  • Demonstrated ability to lead and work effectively within a team, providing guidance and mentorship while fostering a culture of collaboration and continuous improvement. 
  • Experience creating financial models, forecasting, budgeting, and supporting long-term strategic financial planning. 
  • Experience managing compliance audits, implementing risk management strategies, and ensuring adherence to regulatory requirements (e.g., SOX, IFRS).
  • Ability to build and maintain strong relationships with external auditors, regulatory agencies, and financial institutions.
