Reporting to the Executive Director and SVP of GO-SEMI, this role will drive strategic growth initiatives, forge high-level partnerships, and attract domestic and foreign semiconductor investment. The VP will serve as New York’s primary economic development leader and industry expert, engaging with government, private sector, and research stakeholders to sustain the state’s competitiveness in the semiconductor industry. This is a high-visibility leadership role that requires a proven track record in business development, industry attraction, and economic strategy execution. In-state and out of state travel is an essential part of this role.WORK PERFORMED: • Define and implement a bold, results-driven strategy for semiconductor supply chain growth, including investment attraction, industry expansion, and retention.• Lead New York’s semiconductor cluster development efforts, ensuring the state remains at the forefront of global semiconductor innovation.• Serve as a economic development strategist on semiconductor-related policy, infrastructure, and workforce development.• Work closely with ESD leadership, industry executives, and federal partners to shape initiatives that drive sector growth.• Advocate internally for policy and legislative actions that support semiconductor expansion in New York.• Lead and manage the team responsible for attracting domestic and foreign direct investment (FDI) in semiconductor manufacturing, R&D, and supply chain expansion.• Act as the lead negotiator in discussions with potential investors, semiconductor firms, and government agencies to secure high-value projects.• Develop and execute a targeted business attraction and retention strategy, leveraging incentives and competitive intelligence to secure strategic industry investments.• Collaborate with marketing and international business teams to promote New York as the top destination for semiconductor companies.• Oversee all due diligence, financial structuring, and business case development for investment attraction deals.• Build and strengthen New York’s semiconductor supply chain ecosystem, working with industry leaders to expand and diversify the supplier base.• Lead site and infrastructure development initiatives, ensuring critical assets like cleanrooms, utilities, and transportation networks support semiconductor industry needs.• Engage with key industry players, research institutions, and government agencies to create a resilient, globally competitive semiconductor cluster.• Spearhead cross-sector initiatives that promote manufacturing sustainability, technology development, and supply chain resilience.• Lead, mentor, and manage a team of high-performing professionals responsible for semiconductor industry development.• Maintain strong relationships with executive leadership within government, industry, academia, and investment communities.• Ensure seamless coordination across ESD’s business development, marketing, and international trade teams to maximize economic impact.• Represent New York at global industry events, trade missions, and high-level forums to elevate the state’s semiconductor investment profile.• This role will supervise 3 other Economic Development professionals.• The role will supervise team members located in offsite locations.
The minimum qualifications required for this vacancy. Minimum Qualifications Education Level Required: Bachelor’s degree with business, economics, engineering, public policy, or a related field. Associate’s degree with 10 years, direct relevant experience may substitute. Relevant Experience required: A minimum of seven (7) years of experience in economic development, business attraction, investment strategy, or semiconductor industry leadership. Extensive experience leading large-scale industry initiatives, including FDI attraction, supply chain expansion, and public-private partnerships. Experience working within government, economic development agencies, or a semiconductor corporation.Knowledge Required: Strong negotiation skills with the ability to close high-stakes investment deals and advocate for policy and legislative priorities. Deep understanding of semiconductor manufacturing, supply chains, and industry trends. Exceptional ability to engage and influence C-level executives, policymakers, and industry leaders. Proficiency in CRM and project management tools to track and manage business attraction efforts. The ideal candidate is an influential leader with a deep understanding of the semiconductor industry, a strong network, and the ability to execute complex, multi-stakeholder initiatives that result in tangible investment and job creation.
