Responsible for managing three main disciplines; employee relations, performance management, and talent acquisition across ESD. Director will analyze and improve processes and organization-wide efforts in attracting and retaining high-performing employees through best practices in talent acquisition, onboarding, performance management, and succession planning. The ability to work on-site to address employee concerns and foster a positive work environment is essential to this role.

Minimum Qualifications
Education Level required: BA in human resources, psychology or related discipline preferred; Or a 2-year degree with a minimum of 7 years’ experience and HR certification (e.g. HRCI, SHRM); Public sector experience a plus.
Experience required: Minimum 5 years in at least two of the following: talent acquisition, employee relations, and performance management. Experience with full cycle investigations from intake to written findings. Experience with ADP Workforce Now and LinkedIn Recruiter preferred.
Knowledge required: Must be adaptable and have an ability to foster a collaborative environment and respect the perspective, recommendations, and opinion of others. Articulate complex information through clear, concise and compelling recommendations; exhibit strong attention to detail, independent judgment and critical thinking. Must be able to manage highly sensitive and confidential communications with discretion and integrity.
Must be comfortable working under pressure with limited supervision and sound independent judgment.
Ability to exercise a high degree of professionalism, diplomacy, discretion firmness and collaboration in dealing with individuals at all levels.

Work Performed
- Enhance and maintain effective programs for talent acquisition, workforce retention, onboarding, promotion and succession planning.
- Manage policy maker determination procedures.
- Implement activities to continuously improve processes for recruitment, onboarding, performance management.
- Manage the in-take and assignment of investigations. Conduct workplace investigations.
- Guide managers in the performance management cycle and performance improvement plans.
- Guide managers in applying policies/procedures/ best practices to job performance/workplace conduct issues.
- Serve as point of contact with new and existing temporary employment agencies. Source new agencies as needed.
- Participate in the collection, analysis and presentation of employment data metrics including turnover, workforce demographics and other key elements as requested by HR/ ESD leadership.
- Manage own portfolio of full-scale recruitment of open positions.
- Maintain general familiarity of ESD benefits and to respond to inquiries during recruitment or onboarding.
- Supervise staff in talent acquisition and employee relations functions.
- Travel to other ESD offices may be required.
- Perform other HR duties and projects as assigned.
