BASIC FUNCTION:
Assist in reviewing, preparing, and conducting planning and environmental review studies for ESD’s funding and real estate projects. Perform planning, environmental review and related functions for ESD projects including ensuring compliance with environmental and historic preservation regulations including the New York State Environmental Quality Review Act (SEQRA) and State Historic Preservation Act (SHPA.)
WORK PERFORMED:
- Review SEQRA documentation and related studies including Phase I and II Environmental Site Assessments for ESD and subsidiary projects.
- Analyze projects and make recommendations relative to planning, SEQRA/CEQR/NEPA, historic preservation, smart growth, and Climate Leadership and Community Protection Act considerations.
- Work collaboratively with other staff members, grantees, and agencies to provide SEQRA and SHPA guidance and support and facilitate SEQRA review as well as consultation with the State Historic Preservation Office.
- Prepare SEQRA notices and Environmental Assessment Forms for ESD projects and prepare environmental review sections for Directors’ materials.
- Assist in coordination with project team members, developers, consultants, and state and municipal agencies throughout the planning, environmental review, and environmental monitoring process for ESD Real Estate Department projects.
- Assist in procuring environmental consultants and managing consultant contracts for environmental review and/or environmental monitoring services.
MINIMUM REQUIREMENTS:
Minimum Requirements Education Level required: Bachelor’s in Urban & Regional Planning/Environmental Science, or equivalent. Masters preferred.
Experience required: Minimum 5 years in planning/environmental analysis with strong background in project management.
Knowledge required: Background in urban and regional planning; SEQRA, CEQR and NEPA environmental analysis and review processes; and working with consultants, governmental agencies, community groups, etc.
APPROXIMATE HIRING SALARY: $85,000 to $90,000 (w/ comprehensive benefits package)
