BASIC FUNCTION:
The Program Manager will play a critical role in supporting GO-SEMI’s business development initiatives, providing essential administrative and program management support to the industry facing team. Reporting to the VP, of Supply Chain Strategy & Development, this role will manage incentive programs, oversee federal grant administration, track industry KPI’s, and ensure seamless coordination of economic development initiatives. Additionally, they will be responsible for the administration of the federally funded Semiconductor Growth and Attraction Program (SGAP) and developing key executive-level reports, including Green CHIPS compliance tracking. The Program Manager will serve as a critical link between GO-SEMI’s strategic initiatives and operational execution, ensuring alignment with New York’s broader semiconductor development goals.
WORK PERFORMED:
- Oversee and manage GO-SEMI’s incentive processes, including data entry, records management, and incentive tracking.
- Support the preparation of executive briefings, project tracking, and CRM management for semiconductor business development.
- Administer federal and state semiconductor economic development programs, ensuring compliance with reporting requirements.
- Oversee and manage external consulting engagements and contracts, including procurement requirements, payment systems, and deliverable tracking.
- Manage and administer the SGAP federal grant, ensuring effective program execution and compliance with federal guidelines.
- Prepare Green CHIPS compliance reports and industry performance tracking for GO-SEMI leadership.
- Develop and maintain KPI dashboards to monitor semiconductor industry growth and investment impact.
- Develop high-level reports for executive leadership, summarizing key industry trends and investment outcomes.
- Assist in coordinating inter-agency efforts to support semiconductor supply chain growth in New York.
- Support team-wide initiatives that align GO-SEMI’s mission with measurable industry impact.
MINIMUM REQUIREMENTS:
Education Level Required: Bachelor’s degree in public administration, business or economic development. Associate’s degree with 7 years, direct relevant experience may substitute.
Relevant Experience required: A minimum of five (5) years of experience in program administration, economic development, or business process management. Experience in managing incentive programs, grant administration or economic development projects.
Knowledge Required: Strong analytical and data management skills, with expertise in performance tracking and reporting. Knowledge of economic development and compliance frameworks.
