BASIC FUNCTION:
The NYSTAR Technology Scout plays a critical role in advancing technology initiatives within New York State by providing strategic input into advanced technology opportunities and supporting the NIST Manufacturing Extension Partnership (MEP) Program, specifically through the Center for Advanced Technology Solutions (CATS) National Program, an award administered by Polaris, the Rhode Island MEP Center. They will work with partners nationwide to help grow the program and help connect companies with resources to solve technology and manufacturing challenges.
WORK PERFORMED:
- As part of the CATS team, the Technology Scout will focus on the deployment of advanced technologies across various industries, including composite materials, additive manufacturing, digital manufacturing, robotics, thin-film electronics, photonics, smart manufacturing, and artificial intelligence.
- Leverage technical expertise and business experience as a key member of the CATS team, contributing to the achievement of goals and objectives outlined in the NIST project proposal.
- Leverage knowledge and resources from the Manufacturing Extension Partnership, Manufacturing USA Institutes, national laboratories, and universities to create a responsive ecosystem that aids small and medium-sized manufacturers (SMMs) in adopting cutting-edge technologies.

Provide solutions to challenges related to alternative suppliers, modernization, and dual-use technology. This includes:
- Identifying alternative suppliers that enhance sustainability and attainability through innovative materials and technology.
- Introducing companies to technologies that align with their business, capabilities, and stage of growth.
- Connecting clients with intellectual property (IP) available from NASA, DOD, universities, and other partners that aligns with their core business needs.
- Collaborate with State MEPs across the nation, supporting industry, government, and academic institutions by offering technical resources, funding opportunities, workforce development, and collaborative initiatives available through the National MEP Network, Manufacturing USA Institutes, and NY State resources.
- Address challenges involving unique materials, legacy equipment, advanced processes, sensors,
electronics, data, and nanotechnology. As a problem solver, identify subject matter experts and resources to offer assistance wherever necessary.
- Prepare and present program reviews to NIST leadership.
- Track and report out on program metrics and status with NYSTAR and CATS leadership.
- Other projects as assigned by the Director and Executive Director.
MINIMUM REQUIREMENTS:
Education Level Required: Bachelor’s degree with strong engineering or manufacturing background. Associate’s degree with 7 years, direct relevant experience may substitute.
Relevant Experience required: A minimum of five (5) years of experience required.
Knowledge Required:
- Strong background in advanced technologies, including manufacturing processes, materials science, robotics, or related fields.
- Ability to work collaboratively across diverse teams, from small manufacturers to academic institutions and government agencies.
- Excellent problem-solving and analytical skills.
- Strong communication skills to articulate complex technical solutions to non-technical stakeholders.
ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.
