The Chief Operating Officer (COO) is a vital member of the Executive Leadership team of Employ Prince George’s (EPG). The COO serves as the principal staff member that leads the alignment and operational effectiveness across EPG’s internal divisions and supports EPG’s external initiatives. They will coordinate and oversee EPG’s internal operations including procurement, contracting, capital projects, facilities management, policy and procedure development, grant and funder reporting, equipment, IT functions, liability and risk management. Additionally, the COO oversees the Performance Integrity and Data Administration department that manages organizational databases and analyzes internal and external (contractor) program effectiveness and progress towards stated goals and objectives; analyzes and provides labor market information; and manages all EPG data platforms.

Finally, the COO works closely with the CEO and Executive Vice President (EVP) in formulating and administering the organization’s strategic direction. With an innovative and entrepreneurial mindset, the COO will collaborate with the Executive Leadership team to create and execute organizational change and growth opportunities. Reporting to the EVP, the COO directly supervises the directors of each department and the Operations Division Associate.

Roles & Responsibilities

  • Division Leadership

Organizational Strategy : Collaborate with executive leadership to develop and implement the organization’s strategic plan. Ensure alignment between organizational goals and operational activities in each department of the division.

  • Cross-Functional Collaboration : Foster seamless collaboration across divisions, ensuring alignment and integration between executive operations, HR, finance, community development, program management, and operations. Promote effective communication, shared goals, and coordinated efforts to enhance organizational efficiency and mission impact.
  • Staff Acquisition & Development : Oversee the recruitment, retention, and professional development of the operations division. Provide guidance, leadership, and coaching to develop a highly motivated and effective team. Mentor and support the operations division team, promoting a culture of excellence, accountability, and continuous improvement.
  • Budget Oversight : Oversee the division budget and ensure appropriate resource planning and allocation.
  • Data Systems & Integration : Support the integration of data systems across departments for better reporting and communication.
  • Decision Making & Change Management : Ensure tracking and analysis of division data to inform decisions and report on key metrics to leadership. Lead division changes, proactively collaborating and partnering with fellow leaders in becoming a high-performing, unified team.
  • Innovation and Revenue Generation : Identify and implement new opportunities and initiatives that can advance EPG’s impact. Work with executive leadership to identify potential revenue streams to support the goals of the organization.
  • Contracts, Operations & Procurement
  • Contract Oversight : Monitor the full contract lifecycle, from proposal development and negotiations to drafting, execution, and monitoring agreements with funders, partners, and vendors. Ensure compliance with terms, timely fulfillment of obligations, and alignment with organizational goals, while mitigating risks and maintaining strong stakeholder relationships.

  • Procurement : Develop and oversee procurement policies to ensure cost-effective, timely, and ethical sourcing of goods and services. Manage vendor relationships and performance evaluations.
  • Operational Efficiency : Streamline processes to support efficient program delivery and organizational operations. Analyze financial reports to identify cost-saving opportunities. Implement policies to ensure efficient resource allocation and management.
  • IT Strategy & Oversight : Lead the development of IT strategies that support organizational goals. Oversee implementation of new technologies and upgrades to existing systems. Ensure robust cybersecurity measures and IT support services.
  • Risk and Liability Management : Assess organizational risks and establish mitigation strategies. Ensure compliance with legal and ethical standards in contracts and operations. Manage liability concerns, including insurance policies and incident response plans.
  • Cost Benefit Analysis : Reviews and analyzes programs, costs, operations and overall organizational progress of internal departments and external contractors. Analysis includes contractors, business development, and contract negotiations.
  • Policy & Compliance : Ensures operational compliance with applicable federal, state, and local laws, rules, and policies in carrying out the work of the organization.
  • Capital Projects, Facilities Management & Equipment
  • Strategic Facilities & Capital Planning : Develop and implement strategic plans aligning facilities and capital initiatives with the organization's overall objectives. Develop and manage annual operating and capital budgets for facilities and projects.

  • Capital Projects : Lead and oversee all operational aspects of major capital projects from conception through completion, including planning, budgeting, and execution. Oversee timelines, budgets, and stakeholder engagement for capital initiatives. Ensure efficient, safe, and cost-effective operations and projects that are delivered on time, within scope, and within budget.
  • Facilities Management : Management facility operations, maintenance, and repairs to ensure safe, functional spaces. Develop long-term plans for facility sustainability and improvements.
  • Equipment Oversight : Oversee the inventory, maintenance, and replacement of organizational equipment. Ensure alignment with program and operational needs.
  • Fleet Management : Oversee the acquisition, maintenance, and operation of the organization’s vehicle fleet, ensuring cost-effectiveness, safety, and compliance with regulations. Implement systems to track usage, optimize routes, and monitor fuel efficiency to reduce operational costs. Develop and enforce policies for vehicle allocation, driver training, and incident response, while maintaining alignment with organizational goals and sustainability initiatives.
  • Program Performance, Integrity & Data Administration
  • Compliance & Quality Assurance : Ensure programs align with organizational goals, mission, and regulatory requirements. Develop and maintain systems for monitoring program outcomes and effectiveness. Lead internal audits and evaluations to guarantee program integrity.

  • Data Management & Reporting : Oversee the collection, analysis, and use of program data to inform decision-making. Establish data governance policies and ensure data security and privacy compliance. Prepare and present program performance reports for stakeholders, funders, and the board.
  • Technology Implementation : Collaborate with IT to deploy tools that enhance program tracking, analytics, and reporting.
  • Education & Experience Requirements

  • A bachelor’s degree in business or organizational management, business operations, or related field is required. A master's degree is preferred.
  • Ten (10) years of progressive management experience in organizational operations, preferably with experience in a non-profit setting and / or with a workforce development organization.
  • A minimum of five (5) years of supervisory and project team leadership experience. A minimum of three (3) years of experience driving process improvements, developing procedures, establishing Key Performance Indicators (KPIs), and metrics.
  • Knowledge of federal regulations, guidance, and performance measures required. Experience with federal workforce funding a plus.
  • Data management certification is highly preferred.

Skilled in leveraging data and analytics to inform strategic decisions, improve processes, and drive organizational efficiency and effectiveness.
  • Project Management : Demonstrated ability to effectively plan, coordinate, and execute projects, ensuring they are completed on time, within scope, and aligned with organizational objectives. Skilled in tracking progress, resolving issues, and delivering comprehensive progress reports to senior leadership to inform decision-making and maintain accountability.
  • Communication Skills : Effective verbal and written communication skills, with the ability to clearly articulate complex ideas and resolve conflicts. Demonstrable experience presenting information to executive-level internal and external stakeholders.
  • Relationship Building : Proven ability to build and maintain strong relationships with partners, funders, and stakeholders, fostering collaboration and collective impact.
  • Adaptability and Resilience : Capacity to adapt to changing circumstances and remain resilient in the face of challenges, ensuring the organization continues to advance its mission.
  • Problem-Solving : Ability to critically evaluate needs and / or problems, envision solutions, and identify, analyze, and choose from best courses of action.
  • Collaboration : Ability to work collaboratively across departments and with senior leadership to achieve common goals and drive the organization’s mission forward.

  • Availability to travel for regional and national events, speaking engagements, and technical assistance opportunities. For those fully remote, it will also include trips to EPG’s corporate office 1-2 times per month.
