What You Will be Doing:
This position is located in the Workforce Operations Division and will report to the Eugene WorkSource office. In this position you must be able to travel and serve the Lane County community. The primary purpose of this position is to provide program administration for WIOA (Workforce Innovation and Opportunity Act), TAA (Trade Adjustment Assistance), Federal, and Title III (Wagner Peyser) Programs that are delivered through WorkSource Oregon Centers.
In this role you will:
- Review and analyze TAA, WIOA, Federal, and Title III (Wagner Peyser) Programs that are delivered through WorkSource Oregon Centers. Analyze all program related legislation for compliance with state and federal rules and regulations.
- Create program strategies, communication and job seeker connectivity plans / processes that align with local initiatives in order to meet program goals and objectives. Create marketable outreach plans for employers in order to leverage work-based learning.
- Identify accessibility and program barriers as well as methods of overcoming those barriers to create detailed recommendations. Conduct onsite review and monitor program performance outcomes.
- Work with WSO partners, program service providers and stakeholders to demonstrate knowledge of program guidelines, protocols, interpret eligibility requirements and assist with referrals for program funding opportunities that best support partners utilizing stated programs.
- Participate in program required meetings as needed to provide labor market updates, connections, plans and outcome reports. Participate in area hiring events, establish partnerships, and connect ready to hire job seekers with employers.
To provide program coverage, travel to throughout Lane County is required when business or operational needs are dependent on on‑site activities. The ability to report to Salem is mandatory to attend quarterly meetings. An Oregon Employment vehicle may be provided for use to alternate locations. Travel will be reimbursed to all non-base locations when using a personal vehicle.

Required Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
- The successful candidate for a Spanish bilingual position will demonstrate language competency in Spanish/ English language by demonstrating (only required if applying for Spanish Bilingual Differential Pay):
- The ability to communicate at informal and some formal level.
- The ability to converse with more detail about familiar topics.
- The ability to comment on unfamiliar topics with some difficulty but still be able to express the main idea.
- The ability to form long sentences with sufficient vocabulary but tending to maintain native language syntax.
- Intelligible pronunciation, which does not interfere with understanding.
- The ability to sustain a fluent conversation.
