Position Summary:
The Legal Licensing Analyst at HR MGMT 10, LLC is responsible for managing cannabis licensing and regulatory compliance across multiple states, including Michigan, Missouri, and California, with plans to expand into additional jurisdictions. This role encompasses all aspects of licensing, including the preparation and filing of financial and regulatory licensing applications (FR licenses), ensuring all company operations comply with local, state, and federal cannabis regulations. The ideal candidate will possess a strong understanding of the cannabis industry's legal framework, excellent attention to detail, and the ability to manage complex regulatory processes.
Key Responsibilities:

Licensing and Application Management:
- Research, prepare, and file cannabis business license applications, including financial and regulatory (FR licenses) for cultivation, production, retail, and delivery operations.
- Oversee license renewals, amendments, and changes while tracking deadlines to ensure timely submissions.
- Collaborate with finance and legal teams to gather necessary documentation for FR license filings, including financial disclosures and compliance audits.

Compliance Monitoring and Auditing:
- Monitor updates to cannabis laws, regulations, and policies across Michigan, Missouri, California, and future states of operation.
- Conduct internal compliance audits to ensure adherence to licensing and operational requirements.
- Proactively address compliance gaps and prepare the company for regulatory inspections.

Regulatory Communication and Liaison:
- Serve as the primary point of contact for cannabis regulatory agencies, municipalities, and licensing authorities.
- Represent HR MGMT 10, LLC during meetings, hearings, and inspections related to licensing and compliance.
- Build relationships with government agencies to stay informed about upcoming regulatory changes.

Documentation and Reporting:
- Maintain accurate and organized records of all licenses, applications, renewals, and regulatory correspondence, including FR licensing submissions.
- Prepare compliance and licensing reports for leadership, detailing licensing status, deadlines, and risks.
- Support state-mandated reporting systems, including METRC and other cannabis tracking systems, ensuring accuracy and compliance.

Cross-Functional Support:
- Collaborate with HR, Operations, and Legal teams to align business operations with state-specific cannabis and labor regulations.
- Provide internal training and guidance on licensing requirements and compliance best practices.

State Expansion Support:
- Research regulatory and licensing requirements for new state markets and support the company’s expansion initiatives.
- Assist in creating compliance and operational strategies tailored to new jurisdictions.
Qualifications:

Education:
- Bachelor’s degree in Legal Studies, Public Administration, Business Administration, Finance, or a related field required. Juris Doctor (JD) preferred but not required.

Experience:
- 3-5 years of experience in cannabis compliance, licensing, or regulatory analysis.
- Demonstrated experience with financial and regulatory (FR) license filings and multi-state cannabis licensing processes.

Knowledge:
- Strong understanding of cannabis laws and regulations in Michigan, Missouri, California, and additional states.
- Familiarity with METRC, CRA (Cannabis Regulatory Agency), California DCC (Department of Cannabis Control), and financial reporting requirements for cannabis licenses.

- Excellent organizational, analytical, and project management skills.
- Strong verbal and written communication skills, with the ability to present complex information clearly.
- Proficiency in Microsoft Office Suite, compliance management software, and financial reporting tools.
