At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
Our Director of Developmental Disabilities Services plans, oversees, and manages activities of the Intellectual and Developmental Disability Services; oversees all aspects of 24-hour group homes and Day Programs for a five-county CSB system; work is performed under the general supervision of the Associate Executive Director. Supervision is exercised over all division personnel.
SOME OF THE RESPONSIBILITIES:
- Responds to both routine and emergent needs within the division working a schedule that allows for some contact with divisional staff who work outside of normal office hours.
- Sets annual program goals and objectives; identifies and develops proposals to meet service groups and program expansion needs; provide budget and performance recommendations; monitors and is accountable for program revenues, expenditures and service levels.
- Develops program policies; develops and supervises the implementation of written procedures that ensure division programs are carried out consistent with applicable internal and external regulations and standards; presents reports to the Board.
- Provides training, supervision and support to divisional management team, makes final recommendations for the recruitment and discipline of divisional personnel to Associate Executive Director.
- Develops and implements quality improvement plans for division programs; manages associated risk and assures all aspects of health and safety is in place with staff training and documentation.
- Works with outside reviewers of responsible programs to assure reviews are completed accurately and to ensure follow-up on issues identified. Is responsible for operating all respective programs in a manner that is consistent with applicable regulations.
- Visits programs and routinely meets with divisional staff for the purpose of monitoring services, receiving feedback and hearing from clients and families.
- Provides program data to support a management information system and electronic health record to provide for both in-house reports and fulfill other contractual reporting requirements; assures that all programs in division have processes that support accurate reporting of fiscal and performance data.
- Participates on the Director's Management Team and acts as primary resource in providing expertise as it relates to issues of community support operations.
- Conducts needs assessments, and makes recommendations for programs and services to meet those needs and develop new resources for service delivery and capital outlay.
- Ensures that division programs are coordinated with other agencies to compliment service delivery, avoid duplication of efforts and foster a positive rapport with other public and private organizations. Serves as liaison to funding sources.
- Supports client advocacy activities with individuals, families, consumer groups, advocacy groups and advisory boards.
- Serves as representative to interagency teams designed to plan for new programs.
- Develops grants and programs as funding allows. Manage identified clients related funds.
- Performs other task as required
KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of continuing case needs of the mentally ill and intellectual disable.
- Comprehensive knowledge of human behavior and psychosocial rehabilitation.
- Comprehensive knowledge of clubhouse models, community support systems, and social skills training.
- Skill in program planning and evaluation.
- Skill in clinical assessment and treatment of clients.
- Skill in program design, implementation and budget development.
- Skill in casework documentation and treatment plan development.
- Ability to communicate effectively with a wide variety of people.
- Ability to resolve conflicts between consumers and their families or other care/service providers.
- Ability to organize and conduct support groups.
- Proficient in technology use and communications for sharing data and information.
- Ability to establish effective working relationships with associates, clients, service providers and the general public.
- Knowledge of reimbursement systems (Medicaid).
- Ability to search for and write successful grants for services development. Must possess excellent writing and technology skills; knowledge of MS Office, to include Word and Excel.
REQUIRED QUALIFICATIONS:
- Master’s degree in human services or related field, or equivalent.
- 6 years of progressively responsible experience in the oversight, funding and development of community support services for adults with disabilities, including considerable supervisory and leadership experience.
- Valid Virginia driver’s license
- Employment with Encompass Community Supports is contingent upon the successful completion of our background check process (criminal, DMV, education, drug screening, reference check, DSS, OIG and SAM).
PREFERRED QUALIFICATIONS:
- Spanish speaking is a plus.
