Housing Stabilization Specialist – Rapid Re-Housing
Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring a Housing Stabilization Specialist – Rapid Re-Housing to work in our Culpeper office.

At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
Encompass Community Supports is an approved site for the National Health Service Corps (NHSC) Loan Repayment Program.
Encompass Community Supports HUD Rapid Rehousing Program provides Housing financial assistance along with case management support to individuals and families experiencing homelessness in the region. The program offers resources and services that are tailored to the unique needs of the household.
SOME OF THE RESPONSIBILITES:
- Housing Stabilization Specialists will carry a caseload providing housing stabilization services including income enhancement, benefits counseling, connection to natural supports, and develop individual service plans for each client.
- Collaborate with team and with agency and area service providers to match potential program participants to appropriate housing options. Maintain communication with each service provider as needed to ensure the highest quality of service to participant.
- Advocate for participant needs and making referrals to supportive services (including, but not limited to, mental health services, medical care, food pantries, energy assistance, substance abuse counseling) in our community as appropriate and support participant in navigating this process.
- Maintaining contact with all housing participants on a regular basis, appropriate to their particular status and needs.
- Establish and maintain relationships with landlords, rental property management, etc... Continue housing searches on a daily basis.
- Identity appropriate rental housing in the community for clients that is associated with their needs and goals. This includes but not limited to transporting participants to search for units and assist with the application process.
- Inspect housing units, schedules interviews, obtain income verifications, compute rents and utility allowances; properly notify participants of any rent changes and perform all tasks related to the timely conduct of initial, annual, and interim re-certifications in accordance with program.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong organizational and follow up skills and must be detailed oriented.
- Strong ability to communicate effectively both orally and in writing.
- Ability and skill to deal in an effective manner with team members, participants, landlords, and social service agencies.
- Knowledge of MS Office, to include Word and Excel. Ability to perform duties of the position with minimal direction through their own initiative and work in a time-sensitive environment.
EDUCATION AND EXPERIENCE:
- Associate’s degree in human services/social and/or related work equivalent.
PREFERRED QUALIFICATIONS:
- Knowledge of Housing First principles a plus.
- One-year experience Housing Rental Assistance and/or special assistance programs, homeless services and experience with HUD and/or knowledge of housing quality standards a plus.
